Spot on @MonaPoulsen. Direct tariff violations and clear MFN breaches are the best points of resistance convergence since they're easier and cheaper for developing countries to contest compared to complex technical barriers like TBT.
Yes, every single WTO Member should bring a dispute to the WTO and initiate consultations with the US to find a solution to their tariff binding commitments and breach of MFN obligations. Yes doing so through a framework all Members agreed to and not just US terms is the start.
