Uganda’s Social Protection system remains fragmented, underfunded, and limited in reach. In 2022, only 6.2% of the population received at least one SP benefit, while 21.9% of Ugandans were living on less than $1 a day. The country spends 0.15% of GDP on social protection a tenth of the regional benchmark.
These are the numbers behind the human stories ICRW documented. New research on what Ugandan women and policy stakeholders say needs to change and why.
