@The_LCDC The Private Hire Vehicles (London) Act 1998 is not a National Act, neither is the Local Government (Miscellaneous Provisions) Act 1976, or the Plymouth City Council Act 1975. So why is everyone treating them as such.
@guidoacasa@unitetheunion Then that's what needs to be changed. How can a council licence an operator or vehicle in a controlled district that does not operate from there.

@SirLesPatt2 It’s the App proprietor that is licensed to accept the booking, so it is pre-booked as far as the vehicle (with a driver) is concerned, prior to the booking being allocated to it by whatever means.
