before ww2, university labs were deeply intertwined with industry. corporate funding of applied research was the norm. vannevar bush, after all, co-founded raytheon. he didn’t reject that system. he argued government should join it by funding the basic science industry wouldn’t.

staying close to industry gives scientists real problems to solve, and some of the best science comes from that overlap in "pasteur's quadrant"
