I personally think changes can be brought about in two ways:
Top down or Bottom up approach.

With current conversations that PI’s are having on Twitter is a bottom up approach where PI can ask University/Institutes and institutes can ask higher up chains to make these changes!

Let’s talk about PhD grad’s Incentives in academia and industry.

Science: Cool Basic (love this aspect) and translational
Publication #: High
Patents #: Low
Work hours: Depends but mostly overworked
Salary: ~50K
