@BBCBreaking GCSE rates decline as grade boundaries are raised - it is not the students at fault here, but the government, Ofqual and exam boards. A student getting 157 marks in Foundation maths today (AQA) gets a Grade 3. In 2019 they'd have got Grade 5.
