Lt. Col. (Ret) Greg Edgreen ran the Defense Intelligence Agency’s investigation into Anomalous Health Incidents. After reviewing signals intelligence, human intelligence, travel records, financial records, open-source information and reported incidents, he told Congress something very specific:

“At a very early stage, I started to focus on Moscow.”

Edgreen testified that the people being affected weren’t random. He said they included some of DIA’s top 5–10% performing officers, and that he repeatedly found a Russia nexus involving personnel who had worked against Russia or performed exceptionally well on Russia-related missions. His assessment was that injured intelligence officers and diplomats were being removed from their posts and effectively “neutralized.”

And he reminded Congress that this history didn’t begin in Havana.

From the 1950s through the 1970s, the U.S. Embassy in Moscow was subjected to microwave transmissions in what became known as the Moscow Signal. Edgreen drew a direct historical comparison between those exposures and the way unexplained symptoms were initially dismissed.

Then look at what investigative journalist Christo Grozev presented to the same congressional hearing.

Grozev testified that his team uncovered evidence of a long-running Russian program researching acoustic and electromagnetic “wave weapons.” His written testimony connected Russian GRU Unit 29155 with military scientists studying electromagnetic and electro-acoustic effects on the human brain, and placed members or associates of that unit near several reported AHI incidents. He described the evidence as establishing motive, means and opportunity, not as final proof of attribution.

Edgreen’s testimony went even further. He said his investigation kept returning to Moscow even after his team deliberately examined other great-power competitors to avoid confirmation bias.

Then in June 2026, DNI Tulsi Gabbard recalled two previous Intelligence Community assessments on AHI that had largely discounted foreign-adversary involvement. House Intelligence Chairman Rick Crawford said those assessments had harmed victims and lacked analytic integrity.

The National Academies concluded that directed, pulsed RF energy was the most plausible mechanism among those considered for some of the distinctive cases. Congress has held hearings. GAO documented hundreds of patients qualifying for care. Former investigators say they found patterns pointing toward Russia.

So what about all the civilians we are scanning that are saying they are experiencing all the same types of strange symptoms Edgreen was describing?

If government personnel reporting sudden pressure, tones, dizziness, cognitive problems and other AHI-type symptoms deserve technical investigation, why shouldn’t civilians reporting similar experiences be documented too?

What technology exists beyond the public record?

What signatures would it leave in the RF environment?

And how many people have been dismissed before anyone even bothered to measure?
