अमेरिका और ईरान के बीच 14 सूत्री इस्लामाबाद समझौता ज्ञापन अब आधिकारिक रूप से जारी कर दिया गया है।

1. सच यह है कि इसे इस्लामाबाद MOU कहा जा रहा है, जो पाकिस्तान की नई क्षेत्रीय हैसियत और वैश्विक प्रभाव को दिखाता है। यह वही पाकिस्तान है, जिसे नवंबर 2008 के मुंबई आतंकी हमलों के बाद डॉ. मनमोहन सिंह ने वैश्विक मंच पर अलग-थलग कर दिया था। यह प्रधानमंत्री मोदी की विदेश नीति की विषयवस्तु और शैली, दोनों के लिए गंभीर झटका है। पाकिस्तान अब पश्चिम एशिया की भू-राजनीतिक और सुरक्षा संरचना में और अधिक गहराई से शामिल हो गया है, जिसके भारत के लिए गंभीर और बड़े निहितार्थ हैं।

2. यदि MOU शब्दों और भावना, दोनों में कायम रहता है, तो यह एक बड़ी प्रगति है। लेकिन इसमें दोनों पक्षों के लिए Memorandum of Misunderstanding बनने की भी संभावना है। फिलहाल इतना ही कहा जा सकता है कि अगले 60 दिन बेहद महत्वपूर्ण होंगे।

3. MOU में ईरान के लिए बहुत महत्वपूर्ण और कुछ अप्रत्याशित लाभ भी हैं। ईरान ने अपना प्रतिरोध और जुझारूपन दिखाया है। GCC देशों ने, जिन्होंने ईरान के जवाबी हमलों का पूरा भार झेला है, सावधानी के साथ MOU का स्वागत किया है, लेकिन वे निस्संदेह दूसरे देशों के साथ अपने संबंधों पर फिर से विचार करेंगे।

4. यह MOU इजराइल के प्रधानमंत्री के लिए निश्चित हार है, हालांकि वे अभी भी इसे अलग-अलग तरीकों से पटरी से उतार सकते हैं। प्रधानमंत्री बेंजामिन नेतन्याहू अंतरराष्ट्रीय स्तर पर अलग-थलग पड़ गए हैं, यहां तक कि राष्ट्रपति ट्रंप ने भी उनके प्रति अपने गुस्से और निराशा को सार्वजनिक रूप से व्यक्त किया है। केवल पीएम मोदी ही इस क्षेत्र में पीएम नेतन्याहू की कार्रवाइयों-जिनमें लेबनान, गाजा और कब्जे वाला वेस्ट बैंक शामिल हैं -के समर्थन में दृढ़ बने हुए हैं। पीएम मोदी की इजराइल के प्रति यह अंधभक्ति हमारे देश को बहुत महंगी पड़ रही है।

5. यह MOU अमेरिका के लिए गंभीर झटका है, जिसने इजराइल के साथ मिलकर 28 फरवरी, 2026 को ईरान के खिलाफ बड़े लक्ष्यों के साथ युद्ध शुरू किया था, जो बिल्कुल भी पूरे नहीं हुए। सैन्य शक्ति की सीमाएं एक बार फिर उजागर हो गई हैं। राष्ट्रपति ट्रंप के प्रति पीएम मोदी का लगातार तुष्टिकरण-जिसका ताजा प्रमाण कल रात हुई ट्रंप-मोदी द्विपक्षीय बैठक पर MEA का बयान- शर्मनाक और वास्तव में राष्ट्र-विरोधी है।
