We also shouldn't have to make this a data protection issue, those harassing staff outdoors should be arrested and ordered to stay away from those people.

When you're dealing with mentally ill people, remembering an appointment 16 months away might slip their mind.

Automatically kicked off service if you miss appointments, no duty of care.
