Nairobi , 23 Septembre Câble - -Le Qatar se retrouve au cœur d’une nouvelle dynamique diplomatique entre le Rwanda et la Belgique, alors que les deux pays renouent leurs relations après une période de fortes tensions.

Le porte-parole du ministère qatari des Affaires étrangères, Majed al-Ansari, a expliqué que Kigali et Bruxelles accordaient leur confiance à Doha en raison de son expérience de collaboration avec les deux pays.

« C’est ainsi que nous procédons habituellement. Nous fournissons la plateforme, nous apportons notre fiabilité, nous réunissons les parties concernées, puis nous espérons que les choses évolueront d’elles-mêmes », a-t-il déclaré.

Selon le responsable qatari, l’implication de Doha s’inscrit dans un engagement de longue date dans la région des Grands Lacs. Le Qatar avait notamment accueilli, en juin 2025, des pourparlers entre la RDC, le Rwanda et le groupe armé M23, dans le cadre de ses efforts de médiation autour de la crise sécuritaire dans l’Est de la RDC.

Cette nouvelle séquence entre Kigali et Bruxelles place ainsi le Qatar comme un intermédiaire diplomatique important dans la recomposition des relations entre les acteurs impliqués dans les tensions des Grands Lacs.

Rwanda saved a 1965 school from demolition and turned it into East Africa's biggest bet on entrepreneurship.

East Africa has some of the fastest-growing economies in the world but struggles to pull in the foreign investment that growth needs. Norrsken Kigali House exists to close that gap, giving founders workspace, visibility, and access to capital.

It sits on the historic École Belge site in central Kigali, one of Rwanda's oldest international school campuses. Developers wanted the land for high-rises. MASS Design Group chose adaptive reuse instead, renovating three original classroom blocks and building one new structure alongside them, rather than clearing the site.

What could have gone to landfill became the building. The old gym's steel was fully salvaged and rebuilt into an outdoor pergola event space. Reclaimed materials became benches, feature walls, and pathways across the campus. Nothing about preserving history here was sentimental, it was structural.

The building performs as hard as it looks. Clay-shaded facades and natural ventilation handle cooling, backed by a thermal labyrinth, a sustainable system that moves air through underground channels to regulate temperature before mechanical systems ever have to. Solar panels cover the roof. Stormwater gets managed onsite or harvested to flush toilets. The result: a 32 percent reduction in embodied carbon compared to the global average for offices this size, and a target EDGE Advanced certification for over 40 percent energy savings.

In a world marked by growing tensions, this is an important signal here in New York, the UN's host city, which embodies multilateralism and dialogue beyond our differences.

This is the culmination of a process of frank discussions with my counterpart and the result of a shared, respectful effort. I am convinced that we can set a positive agenda, mutually beneficial to our citizens, and grounded in the richness of our interpersonal relations.

We agreed on the importance of systematic dialogue, including on the points of disagreement that remain, such as the conflict in eastern DRC. Restoring diplomatic relations between states does not mean abandoning our position, but having structured channels for dialogue, and I will continue to defend the territorial integrity and sovereignty of the DRC.

We want to put our expertise in the region to work in support of mediation efforts as best we can, and we will continue to urge strict respect for the commitments made by all parties within the Doha and Washington processes.

Dit is het resultaat van een proces van openhartige gesprekken met mijn ambtgenoot en de vrucht van een gezamenlijke, respectvolle inspanning. Kagame a lancé son ambition « asiatique » dès 2000, à son arrivée à la présidence.

En 2024-2025, le PIB par habitant du Rwanda oscille entre 1060 et 1120$. Celui de Singapour, en 1975 ( il y a 50 ans) tournait autour de 2 490 dollars. L’ambition n’a pas produit l’équivalent asiatique ; mais vous avez, avec lui @KO6o0n , plus en commun que vous ne l’imaginez.

Personne ne devrait s’attendre à voir un pays africain continental devenir comparable à un pays asiatique dans les 50 prochaines années. C’est hautement improbable.

Les pays asiatiques sont des héritiers d'une civilisation millénaire : ports, écoles, administrations, discipline, continuité de l’État.C’est presque un miracle historique que ce soient des Occidentaux qui aient conquis le monde, et non eux.

Mon point, plus modeste, est que nous devrions viser ce qui est atteignable : être propres ; cesser de nous entretuer ; réduire le mensonge et le vol entre nous. Je n’attends pas d’un Homo sapiens qu’il atteigne le degré zéro de ces vices ; mais les réduire, s’organiser, se discipliner, c’est possible. Et c’est là que j’admire le Rwanda et Kagame.

Tous les citoyens, tous les intellectuels africains, de quelque parti ou de quelque idéologies qu’ils se réclament, aimeraient cet idéal élémentaire. Avant le rêve asiatique, avant les industries, avant la souveraineté, il y a l’ordre minimal. Kagame est, à ma connaissance, le seul chef d’État africain contemporain à s’en être réellement approché( après une tragédie).

Il demeure, selon moi, le seul homme noir des temps modernes à avoir imposé à son pays un tel niveau d’ordre. On ne parle pas d’un Sankara héritant d’un État relativement stable ; on parle d’un homme parti d’un génocide, sans l’aide , pendant sa guerre , de puissances et d’organisations dont on connaît le palmarès sur le continent.

Aucun pays africain continental n’a atteint cette réduction visible de la corruption quotidienne, du désordre et de la malpropreté publique. Ce n’est pas une statistique d’ONG : c’est l’aéroport, l’administration, l’armée. Presque personne, aujourd’hui, ne revient du Rwanda avec l’expérience ordinaire du racket et du chaos.

Même si l’on pense que cela ne fait pas du Rwanda un Singapour, ça en fait quelque chose de rare en Afrique. C’est admirable. Et cela rend admirable le dirigeant qui l’a imposé. Même au Congo, beaucoup aimeraient un tel président à la tête de leur pays.

Rares sont ceux qui, de leur vivant, ont mis fin à une guerre dans leur pays, puis l’ont dirigé et l’ont mis sur les bons rails comme Kagame.

Parler ainsi d’un dirigeant africain passerait volontiers pour l’adoration coutumière ; pourtant c’est, à mes yeux, l’un des très rares leaders qu’on peut admirer sans avoir à s'expliquer.

On peut chérir la liberté individuelle et la liberté politique, et reconnaître sa réussite,même y voir une inspiration beaucoup plus réaliste que le miracle asiatique.

Des Rwandais peuvent bien sûr avoir des idées et des avis différents sur la question, plus légitimes encore ; et sur beaucoup des points des choses à lui reprocher,mais à l’échelle de l’Afrique, ce qu'il a fait pour son pays est admirable .

Direct supply from Oman. Storage raised from 35 days to 90. A stake in #Kenya Pipeline after the March IPO.

This is not luck. It is strategy: never depend on one corridor, negotiate both, store more, and aim at the Great Lakes market — not just the pump in Kigali.

A landlocked country putting itself in a position to sell fuel to its neighbours is not improvised. It is built. That is called leadership.
