Because he didn't fatally shoot the attacker?
His goal was to stop the attack, and he did.
Drove the guy off and - as usually happens - the shooter killed himself.
He was more effective than the cop who was on-scene.

Also suicide is the easiest death to prevent: I just don't shoot myself. Problem solved.
So I'm not worried about that issue.

I've worked with "white" folks from Russia, Britain, Turkey, Venezuela (which is an amazingly diverse country). Probably others I've forgotten.

He engaged the shooter, which at minimum draws his fire & distracts him from others.
By doing this, he risked drawing the shooter's fire.
Definitely heroic.

Besides, if he didn't do anything illegal, why won't he testify?
Except it's already come out he evaded federal oversight & encouraged others to do the same. What you might call an organized conspiracy.
