Ignition, winds and terrain matter most for fire intensity. Most forests gets dry enough every summer, its abnormal when they stay wet through fire season.

I was 17 when I first worked as a grunt fire fighting in the Okanagan, I have lived and worked in dry forests ever since. You do not need abnormal heat or drought. Normal summer conditions, ignition and perfect winds is all that's required.
