Cutting funding as a consequence of missing an SLA would just degrade performance even more. It doesn’t create consequences for the people (or vendors) who failed.
The hard part is designing accountability into systems built to avoid it at all costs... The government doesn't work like a private company.
We've started implementing (internal) SLAs and it's been effective, but it's been like pulling teeth. It's not part of the culture.

The dance of federal hiring: We at @USOPM have heard that some hiring managers feel obligated to make job offers at "Step 1," the lowest comp level for a particular job grade (or "GS" level), even when the candidate's skills merit a higher Step. Then, the hiring manager instructs the candidate to reject that initial offer, after which they will make a new offer at the appropriate Step. We don't think that is an efficient hiring process - for agencies or for candidates. So today we issued guidance to effect a final curtain call on this dance!

Before this Admin, the 8(a) Program was known as an easy target – and it was abused by shady firms who won federal contracts but passed work off to other, larger firms for a kickback.
To root out those bad actors, we asked all 4,300 8(a) firms to submit 3 years’ worth of financial documents for review. And today, we took action to fully terminate over 620 who refused to comply.
Any business that refuses to show us their books will not be allowed to do business with the federal government.

It's hard to imagine a more dishonest graph than this one by the Guardian claiming China is bringing people out of poverty while the US is not.
The US poverty rate has been so low for >30 years that it wouldn't even show up on the China graph if it had been plotted to scale!
Today, SBA suspended 1,091 firms from the 8(a) Program – about a QUARTER of total program participants – after they refused to turn over basic financial documentation for our review. In total, the suspended firms received about $5 billion from the federal government from 2021-2024.
We pledged last month that every contractor would be required to PROVE that they aren't running one of the pass-through schemes or shell companies that gamed the system after the Biden Admin expanded the 8(a) Program to advance its DEI agenda.
