When a copy of the Budget was placed before Lord Venkateswara at the Tirupati Temple, Madurai @SuVe4Madurai MP Su. Venkatesan strongly objected, saying that India is a secular country and questioned how the Budget could be placed at the feet of Lord Venkateswara.

Yet, in the same secular country, when a rosary and a statue of Jesus were brought into the Legislative Assembly, he did not raise any objection.

Similarly, @thirumaofficial who often describes any expression connected with Hindu traditions as being against secularism, defended the bringing of the rosary into the Assembly by saying that everyone has the right to practise and express their own faith.

Mr. K. Veeramani has, in the past, criticised the celebration of Ayudha Pooja and Saraswati Pooja in government institutions as being against secular principles. But today, there has been complete silence.

There was a time when even wearing a sacred thread on the wrist, applying vibhuti or kumkum on the forehead according to one's faith, or displaying Hindu religious symbols was portrayed as communal by @arivalayam . It was even argued that students should not come to schools wearing such religious symbols. Yet, no one questioned the display of another religious symbol inside the Legislative Assembly.

Let me be clear: I am not criticising the Finance Minister for carrying a rosary or making the sign of the Cross according to her faith. Every individual has the constitutional right to practise and express their religion.

My question is this: Why is every expression of Hindu faith consistently portrayed as communal or against secularism, while similar expressions of other religions are defended as matters of religious freedom?

I say this only to highlight the double standards and unequal treatment that many Hindus feel they are subjected to. The people of Tamil Nadu must reflect on whether the beliefs, traditions, and sentiments of the Hindu majority are being treated fairly.

When Hindus express their faith, they are often branded as communal or divisive. But when members of other faiths do the same, it is readily accepted as an exercise of religious freedom.

How can such unequal standards be justified?

People of Tamil Nadu, please reflect on this.

ட்ராய் அமைப்பிடம் தகவல் அறியும் உரிமைச் சட்டத்தின் கீழ் சில தகவல்களைக் கேட்டிருந்தேன். @TRAI அதற்கான பதிலை குறிப்பிட்ட காலக்கெடுவில் அனுப்ப இயலவில்லை. விரைவில் அனுப்ப முயற்சி செய்கிறோம் என்று பதில் அனுப்பியுள்ளனர்.

நான் கேட்டிருந்த தகவல்கள் :

Kindly provide the following information under the Right to Information Act, 2005.

1. Please provide copies of all TRAI Regulations, Directions, Orders, Circulars, Recommendations, Guidelines, or other documents currently in force governing the minimum validity requirements for prepaid mobile connections in India.

2. Please provide copies of all rules or directions governing the period for which a prepaid mobile number may remain active without any recharge.

3. Please provide copies of all TRAI regulations or directions specifying the period after which incoming calls, outgoing calls, SMS, mobile data, or the SIM itself may be suspended or disconnected due to non-recharge.

4. Please provide copies of all regulations or directions governing the period after which a disconnected prepaid mobile number may be permanently deactivated and reallocated to another subscriber.

5. Please state whether TRAI has prescribed any mandatory minimum grace period before permanent deactivation of a prepaid mobile connection. If yes, provide the relevant regulations or directions.

6. Please provide copies of all regulations, directions, or guidelines governing reminders issued by telecom service providers requesting subscribers to recharge prepaid connections.

7. Whether telecom service providers are permitted under any TRAI regulation, direction, or guideline to contact subscribers through voice calls solely for reminding them to recharge their prepaid mobile connections. If yes, provide the relevant regulations or directions.

8. Whether telecom service providers may engage third-party agencies, outsourced call centres, franchisees, dealers, distributors, or collection agencies to make recharge reminder calls to subscribers. If yes, provide copies of the relevant regulations, directions, or guidelines.

9. Whether such recharge reminder calls may be made from ordinary 10-digit mobile numbers instead of identifiable customer care or service numbers. If yes, provide the relevant rules or directions permitting the same.

10. Whether recharge reminder calls are classified by TRAI as "Service Calls", "Transactional Calls", "Promotional Calls", or under any other category. Kindly provide the relevant regulations or directions.

11. Whether recharge reminder calls are exempt from the provisions applicable to commercial communications under TRAI regulations. If yes, kindly provide the legal basis and relevant regulation.

12. Whether a subscriber who has registered under the National Do Not Disturb (DND) Registry can still receive recharge reminder calls from his or her telecom service provider. Kindly provide copies of the relevant regulations or directions.

13. Whether a subscriber registered under DND can still receive recharge reminder SMS from his or her telecom service provider. Kindly provide copies of the relevant regulations or directions.

14. Whether there is any restriction on the number or frequency of recharge reminder calls that may be made to a subscriber. If yes, provide copies of the applicable regulations or directions.

15. Whether there is any restriction on the number or frequency of recharge reminder SMS that may be sent to a subscriber. If yes, provide copies of the applicable regulations or directions.
16. Whether telecom operators are required to obtain the subscriber's consent before sending repeated recharge reminder calls or SMS. If yes, provide the relevant regulations or directions.

17. Please provide copies of all TRAI regulations, directions, or guidelines governing complaints relating to recharge reminder calls.

18. If a subscriber files a complaint alleging that repeated recharge reminder calls constitute unsolicited commercial communication or spam, under what provisions may such complaints be closed as "Service in Nature" or any equivalent category? Kindly provide copies of the relevant regulations, directions, SOPs, manuals, or
circulars.

19. Please provide copies of any Standard Operating Procedure (SOP), manual, circular, advisory, or instruction issued by TRAI to telecom operators regarding the classification of complaints as "Service in Nature".

20. Whether telecom operators are required to maintain records identifying whether a recharge reminder call originated directly from the operator or from an authorised third-party agency. If yes, provide copies of the relevant regulations or directions.

21. Whether telecom operators are required to disclose the identity of any third-party agency making recharge reminder calls on their behalf. If yes, provide copies of the relevant regulations or directions.

22. Please provide copies of all TRAI regulations or directions governing caller identification, CLI presentation, or masking of telephone numbers used for servicerelated calls.

23. Please provide copies of all regulations, circulars, directions, advisories, FAQs, or other documents presently in force relating to service calls, service SMS, recharge reminders, DND exemptions, and prepaid subscriber retention.

24. If any of the above matters are governed wholly or partly by the Department of Telecommunications (DoT) instead of TRAI, kindly transfer the relevant queries under Section 6(3) of the Right to Information Act, 2005 to the concerned public authority and inform me accordingly.

I request that certified copies of the relevant records and documents be provided.
