Regulating AI development would probably come with liability waivers in the event that all "proper procedures and guard rails were in place when an incident occurs"

Machine Learning algorithms for pattern matching like you described for facial tracking is an entirely different specialty to generative AI. If you hate even that, stop using your phone cameras too.

The mechanism would still mostly work since consumer hardware cant write there
