@dbigoch@foreverblue87@HandofArsenal Yes, City is the beneficiary of the fraud. Some of these third party sponsors were owned by City…like Fordham Sports Image Rights Limited-it was a shell company. You can’t then report to the PL that the image rights you sold to yourself qualifies as commercial revenue.

Whether a criminal case is ever brought or not, it is illegal.
@dsford55@leegx82 Correct but this isn’t a criminal matter and I can guarantee you the burden of proof in this case is lower than a reasonable doubt. But the PL clearly offered proof to prove their accusations and City was unable to provide documentation to support their defenses.
@naum_mhr@leegx82 I just read the 40-page decision by the Panel. I believe the one charge they were found not guilty on was failure to cooperate with the PL investigation (see p 38 discussing Charge 4(B).
