▪️Appeal FADSS/E/A/26/0001079 (against closure of PMOPG/E/2026/0062079 addressed to Hon'ble PM) was closed on 02 Jun 26 with a completely unrelated Speaking Order.

▪️Same day, we sent a polite but firm email to Smt Molly Sengupta, Jt CGDA (Pension Cell) (CC: FADS & CGDA) pointing out the glaring error.

▪️CGDA responded promptly and forwarded the correct Speaking Order signed by Sh Kanwaldeep Singh #PCDA dated 26 May 26. Yet it again relies only on DARPG guidelines & closes the appeal without forwarding the original PMOPG + https://t.co/VxPtMATkaR petition (5,152 signatures incl. former #COAS & several Lt Gens) to the Hon’ble Prime Minister.

▪️First Appeal CGDFA/A/E/26/00340 successfully filed on 02 Jun 26 against incomplete disposal of RTI CGDFA/R/T/26/00344 (transferred from MODEF/R/E/26/07865).
CPIO provided only partial Action History — Page 4 of 5 (Serial Nos. 5 to 10) deliberately missing.

▪️First Appeal DMAND/A/E/26/01306 also filed on 02 Jun 26 against “partially replied” disposal of RTI DMAND/R/T/26/09001/2 (no reply document uploaded).

PCDA(P) PRAYAGRAJ IS THE PENSION SANCTIONING AUTHORITY (PSA)

As per official guidelines of CGDA & PCDA(P), ALL PENSION RECORDS from the day of retirement till date are held with PCDA(P) — Original PPOs, 2017 e PPOs, Corr PPOs and LPC-cum-Data Sheets.

These very records were used to authorise & forward pensions to Pension Disbursing Authorities (PDAs/banks) before migration to SPARSH.

The ERRORS in DATA MIGRATION to SPARSH are self-created by DAD staff.
To avoid the WORKLOAD OF UPLOADING & CORRECTING THE DATA THEMSELVES, this burden has been thrust upon aged, non-tech-savvy, less-educated pensioners living in remote areas & martyr widows.

It is not understood why the Service HQs & Service Chiefs accepted this logic instead of refusing to put the onus on the pensioners. As the IDAS Officers functions as the Integrated Financial Advisor (IFA) to all Formation Commanders & all Financial Advisers (Defence Services) in MoD are former CGDA's, the MoD appears to be sheltering the catastrophic failure created by CGDA & PCDA(P) in the #SPARSHCrisis.

We are sure that Hon’ble Prime Minister Sh Narendra Modi Ji & Defence Minister Sh Rajnath Singh Ji are not aware of the ground realities.

Hon’ble CAG has already ordered suo moto Efficiency-cum-Performance Audit of SPARSH vide their letter No 575/31-Defence/2025 dated 11 Dec 25 on our petition.

Hon’ble NHRC has also registered Case No 369/90/0/2026 & directed the Defence Secretary to take appropriate action within 8 weeks.

OUR CORE DEMANDS REMAIN UNADDRESSED:

However, for lakhs of super-senior Ex-Servicemen (70–95+ years), martyr widows and family pensioners, the real achievement would be if Service HQs and Hon’ble #COAS take active interest in resolving the ongoing #SPARSHCrisis.

▪️RTI DMAND/R/E/26/06906 (filed 10 Apr 26 with Dept of Military Affairs)
→ Transferred to DESW as DEXSW/R/T/26/00442 on 16 Apr 26
→ After keeping it un-actioned for 34 days, DESW transferred it back to DMA as DMAND/R/T/26/09001 on 20 May 26

▪️The same RTI was also forwarded by DMA on 16 Apr 26 to four Service CPIOs:
→ Army: Brig JM Sharma
→ Navy: Cdr Anil Kumar
→ Air Force: P K Jha
→ Director Pers (DMA): Dharmendra Kumar
None have responded till date.

“1. Copies of any correspondence... where the views or comments of the Chief of Defence Staff/HQ IDS were sought by CGDA or MoD before the launch of the SPARSH pension system.
2. Copies of any correspondence... where the views or comments of the COAS, CNS, CAS or Tri Services HQs were received or forwarded to CGDA, FADS or MoD on SPARSH migration...
3. Copies of any records showing the feedback or inputs provided by Service HQs or Chiefs regarding the education level, age profile, technical capability & place of residence of Ex- Servicemen pensioners before implementation of SPARSH.
4. Copies of any correspondence... where the issue of shifting the responsibility of data updation & correction onto Ex-Servicemen (instead of CGDA & PCDA Pensions taking it themselves) was discussed or objected to.
5. Copies of any records of steps taken by HQ IDS or Office of CDS for welfare of Ex-Servicemen affected by SPARSH (including mobilisation of formations/units, taking up the matter with CGDA/MoD/Hon'ble Defence Minister/Hon'ble Prime Minister...).
6. Present status of any grievances/pendency related to SPARSH received at HQ IDS level...

OUR CORE DEMANDS REMAIN UNADDRESSED:
▪️CGDA/PCDA(P) must immediately undertake bulk updation & correction of blank/wrong legacy data themselves using records already held with them (2017 ePPOs/ old PPOs/ Corr PPOs)
▪️Grant temporary option to revert to bank disbursement for all pensioners above 70 years of age and family pensioners till SPARSH system is fully stabilised.

Hon’ble CAG has already ordered the suo moto Audit of SPARSH vide letter No. 575/31-Defence/2025 dt 11 Dec 25.
Hon'ble NHRC has registered Case No. 369/90/0/2026 & directed #DefenceSecretary to take appropriate action within 8 weeks.

▪️MoD I. D. No. 21(30/2025-D(JCM)/RC FORWARD NHRC (DWD) TO JS (AF/Policy/Plg) DT 11 MAY 26 (Verbatim):
“As the subject matter pertains to SPARSH Cell which comes under the Administrative control of JS(AF/Policy/Plg). It is requested to resolve the issue directly and take appropriate action under intimation to D(JCM)/Reservation Cell at the earliest.”
