Israel's action did not meet the definition. That is why Amnesty International changed the definition in their report. The genocide narrative was more important than the facts.
The claims of genocide against Israel had been going on for years prior to 2023, without any facts. For instance, the Black Lives Matters Platform in 2016 accused Israel of genocide when it was a time of peace. Literally nothing going on. Agains, the genocide narrative was more important than facts.
This article from @WSJ , describing a bullying tactic known as "lunch shaming," in which students' meals are observed and shared on social media in order to embarrass them, describes a phenomenon that was already anticipated by Jewish law.
Maimonides writes (Laws of Blessings 7:6), “One should not look at the face of a person who is eating or at his portion, lest he become embarrassed”. This is apparently based on a statement in the Talmud Yerushalmi (Orlah 1:3), and it is brought as a dedicated ruling in the Code of Jewish Law (Orach Chaim 170:4) and in the later abbreviated version (Kitzur Shulchan Aruch 42:13).
This has two components to it, first, that the watcher is inflicting embarrassment upon the eater, and second that he may inhibit the other from eating due to the potential of embarrassment (see Bnai Binyamin). Indeed, the article describes how children are afraid to eat in school because of this trend.
R. Yaakov Emden (Mor U’Ktziah) and the Aruch HaShulchan actually assumed that the latter consideration was the focus, and accordingly addressed the concern specifically to one who is hosting an indigent person at his table. (The Aruch HaShulchan actually felt that the rule was based on common sense rather than any Talmudic source.) However, R. Yaakov Sofer, in his Torat Chaim (II, 170:6), notes that the language of Maimonides implies it is applicable in all circumstances, indicating the main focus is not to cause embarrassment to the one eating.
To consider how the impact of a moment's glance was assessed so seriously in this literature, and then to compare that to the effect of placing these images on social media, is quite a lesson, one that we could hope students would be receiving in school, rather than enduring, or inflicting, such painful experiences.
