@denniskioko The compliance side of this system isn't even expensive. Putting up basic road signs is the absolute bare minimum compared to the cost of installing advanced speed cameras. Tunachezwa sana, the math clearly favors the penalty over prevention.

It demands consistent enforcement, driver retraining, workforce transition, and years of patient cultural re-socialization. Undoing decades of damage won’t be quick.
