Can a special team visit the toll naka at Mulund(e), see how the mumbai police(not traffic police) stop motorist entering Mumbai(within 50-100 mtrs) and then(license/PUC/Vehicle papers etc),u can undertand what is done!

They don't hv E-challan machines(means Not allowed to fine)but illegal use pesonal mobile to click pics, blackmail to pay
