One of Mumbai's largest and most diverse civic divisions, L. Ward stretches from the Tansa Pipeline between Ghatkopar and Vikhrali to the Mithi River, and from Powai to Sion Creek. Characterised by vast slum clusters alongside high rise townships, the ward continues to grapple with chronic civie problems. RTI activist and long-time Kurla resident Anil Galgali said, "Chronic civic neglect has made daily life miserable, pointing to traffic congestion, encroachments, poor water supply, garbage mismanagement and recurring dengue, Delayed civic works, chaos around Kurla station, unfinished Mithi River projects and mounting landslide risks demand urgent, permanent solutions."

Activist Anil Galgali, who was among those who provided feedback to the draft policy, said he filed an RTI application seeking to know the status of the hoarding policy, but received no reply from BMC. "We eagerly gave our suggestions, but the civic body has not cared to inform citizens about the status of the policy. The hoarding mafia may be pressuring it to frame a policy in favour of hoarding agencies or companies. Various govt agencies, too, are fighting with BMC over sharing of revenue. BMC needs to come out with a hoarding policy soon to prevent a tragedy like the Ghatkopar hoarding collapse from recurring," he said.
