To your original question, heat pumps can be flexible without a major impact on customers, kettles aren't.

Makes sense really, in UK cars spent most of their time parked and using the battery for home doesn't really impact it (in theory it even slows down degradation).

Disconnection from the mains is digging up road £500-£900, done by gas networks.

In my experience, no need to disconnect, if the supply is safe and compliant after the meter removal.

Sure they do, unless there is another source of hot water.
Still, the issue of noise is often selective - compared to traffic, continuous or occasional, they are insignificant.

Mine runs twice: 1pm (solar gain) and 8pm.
In winter, on full power it's quieter than neighbour's car idling for defrost 2m away.
