Couldn't the officer see what her age was and tell her she should file individually? Their jobs was to fully review and adjucate their citizenship application at the time.

@RepTenney Another measure to really help is to remove all economic sanction but introduce only travel ban for regime affiliates and personnels and their family members. That's the only sanction which can work. All other economic sanctions making people poorer is not going to help.
