Addis Abeba — Marco Rubio held a phone call with Abiy Ahmed Ali on Wednesday, where the two discussed their “shared commitment to regional stability, counterterrorism cooperation, economic prosperity, and building a foundation for long-term security in the Horn of Africa,” according to a readout from the #United_States Department of State.

The statement, attributed to Principal Deputy Spokesperson Tommy Pigott, said the call focused on cooperation between the United States and #Ethiopia on regional priorities, particularly stability and security across the Horn of Africa.

The brief readout did not provide additional details about specific initiatives or agreements discussed during the conversation.

The call follows a similar exchange between Secretary Rubio and Prime Minister Abiy in early December 2025, which also centered on regional security cooperation.

At the time, Addis Standard reported that in an unusually narrow diplomatic exchange on 4 December 2025, Secretary Rubio spoke with Prime Minister Abiy without raising Ethiopia’s domestic political, humanitarian, or governance issues—an omission considered rare in official U.S.–Ethiopia diplomatic readouts.

Instead, the discussion focused solely on the two countries’ “shared commitment to regional stability and to building a foundation for peace in the Horn of Africa.”

The call came shortly after a visit by the newly confirmed commander of United States Africa Command, Dagvin Anderson, who toured Ethiopia, Somaliland, and Puntland. AFRICOM said the trip aimed to reinforce U.S. commitment to applying pressure on extremist groups including ISIS and Al-Shabaab, while strengthening coordination with regional partners on shared security priorities.

The visit signaled Washington’s continued focus on counterterrorism cooperation and broader regional stability in the Horn of Africa. As of publication, the Ethiopian Prime Minister’s Office has not released a separate statement regarding the latest call. AS

#Report: African Union Fact-Finding Mission Recognizes Somaliland’s Unique Legal and Historical Case

Addis Ababa / Hargeisa — A 2005 African Union (AU) fact-finding mission concluded that Somaliland’s pursuit of international recognition is historically unique and legally self-justified within the context of African political history.

According to the mission’s findings, the political union formed between Somaliland (formerly the British Protectorate of Somaliland) and Somalia in 1960 was never formally ratified and subsequently failed to function effectively throughout its existence from 1960 to 1990. The report noted that these structural and legal deficiencies significantly weakened the legitimacy of the union from its inception.

The AU mission emphasized that Somaliland’s case differs fundamentally from secessionist movements elsewhere on the continent. Unlike regions attempting to break away from an existing, functioning state, Somaliland argues that it is reasserting the sovereignty it briefly held as an independent state in June 1960, prior to the unratified union with Somalia.

The report further highlighted that the collapse of the Somali state in 1991, combined with decades of political marginalization, widespread human rights abuses, and the absence of a legally binding union agreement, reinforced Somaliland’s claim to self-determination under African and international norms.

As a result, the AU fact-finding mission described Somaliland’s search for recognition as “historically unique and self-justified”, urging African institutions and the international community to treat the case on its own merits rather than through a generalized anti-secession framework.

Despite the clarity of the findings, the African Union stopped short of formally recognizing Somaliland, citing political sensitivities and concerns over precedent. Nevertheless, the 2005 report remains a central reference point in discussions on Somaliland’s legal status and continues to shape regional and international debates on statehood, sovereignty, and self-determination in Africa.

When the Somali regime, led by Siad Barre, committed a massacre against the people of Somaliland, the world was silent. But Israel was not silent.

In 1990, Israel’s then-ambassador to the UN, Yohanan Bein, sent a letter to the UN Security Council warning about the massacre committed by Somalia in the city of Hargeisa. Even when it was inconvenient and diplomatically costly, Israel chose what was right.
