Look at how cities burden tax payers with specials.
Build a new home for $500k, then get $50k in specials - all at an APR higher than your mortgage.
PLUS additional specials anytime they contract out work.
Thats on top of sales and property taxes

Of course Canada can’t consume the way Americans do. They don’t have the disposable income or volume of consumers.
BUT putting up barriers to entry for your #1 trade partner (who makes up like 70% of your exports) shouldn’t fly.
It has to bed said.. The USA has 8 TIMES the amount of people as Canada. Do the math. Its litterally impossible for Canadians to buy as many products from the US for an "equal trade balance".
