WCC transports 10k students, they claim they can reduce that number by 16% if they are able to increase by 2 miles, I make that 1.6k removed. Leaving 8.4k over 4 miles away.

@BRSAD39 @Schlubalybub @bphillipsonMP According to Finch's own numbers in that letter it's around 8,400 whom are transported by WCC so the true number will be higher than that. Warwickshire has a population of around 600k so just shy of 1.5% of the total population.
