You simply cannot RTO a shipment, if you are not able to deliver something, just don't take any orders. Why do you take orders, and simply do the RTO, and you are also not completing the RTO also? At least do something.

You are doing RTO without any reason, you are delivering some items, and you are not delivering some items. From Last 1month it is with you. It is in Swaroop Nagar, Delhi, still, you are not able to deliver it back to the source. Please do.
