ہماری پولیس اور سی ٹی ڈی ماشاءاللہ انتہائی باصلاحیت اور جدید اسلحے سے لیس ہے۔ وفاق کا ادارہ HIT صوبائی حکومت سے رقم وصول ہونے کے باجود جان بوجھ کر سامان کی فراہمی کو سست روی کا شکار کر رہا ہے۔

جو اسلحہ پولیس ڈیپارٹمنٹ کو دیا گیا ہے وہ مفت میں نہیں بلکہ پیسے دے کر وصول کیا گیا ہے۔ باقی سامان پیسے لینے کے باوجود نہیں دیا جا رہا۔

وفاق پر جعلی طریقے سے قابض ٹولہ ملک میں تباہی پھیلانا چاہ رہا ہے۔ پاکستان ہمارا ہے۔ پاکستانی ہمارے ہیں۔ کسی بھی قسم کا کوئی بھی ایڈونچر کرنے کی کوشش کی گئی تو آئین و قانون کے مطابق ایسا جواب دیں گے کہ پوری عمر سر نہیں اُٹھا پاؤ گے۔

Honourable Federal Interior Minister, If you had been part of an elected and people’s representative parliamentary system, you would have known that the protections given to Members of the Assembly are not a new invention; they have always been part of parliamentary traditions and national as well as provincial laws.
Parliamentary privileges, including the requirement of the Speaker’s prior permission before the arrest of a Member of the Provincial Assembly on a criminal charge, are not a novel invention of Khyber Pakhtunkhwa. They exist to protect the independence of the legislature, prevent the executive from using police powers to intimidate or silence elected representatives, and ensure that the Assembly can function without fear or obstruction.
These safeguards are rooted in long-standing parliamentary practice and earlier provincial legislation. They do not place any MPA above the law. An accused member remains subject to investigation, prosecution, and the full process of the courts. The Speaker’s role is limited to ensuring that any proposed arrest is not motivated by political vendetta or designed to disrupt the House.
When you pass an immunity law in the darkness of the night, that seems perfectly fine to you. When you kidnap parliamentarians, bribe them, and force them into floor-crossing just to pass a law solely for yourselves, that is considered law.
But when all government and opposition parties, by consensus, pass a law in the Khyber Pakhtunkhwa Assembly, that is suddenly not a law? Amazing, isn’t it? Just think about what you are comparing and tweeting.
Today we are witnessing a far graver assault on democracy: face-covered individuals, without warrants, raiding homes and abducting elected MNAs, MPAs, and PTI leadership solely to prevent peaceful protest. Is this democracy? When bullets were fired and massacres took place on 24 November, 9 May, and 25 May, it became clear that this is not democracy but a state run by a handful of people, where the Constitution has been reduced to a mere formality.
What message are you sending to the world about Pakistan? People are leaving the country. Hope is diminishing. Investors are afraid. Meanwhile, those in power continue to enjoy every privilege. We will remain here. History teaches us that people like you leave this country when true democracy arrives. The people of Pakistan will now decide, once and for all, what democracy truly means: government of the people, by the people, and for the people.
The very perks and privileges you criticise are the ones you and your colleagues are also enjoying. Some among you have even secured immunity through Parliament so that no one can question them. Do you consider such legislation acceptable in a Riyasat-e-Madina? If this is truly an Islamic state whose Constitution is framed under Islamic law, then kindly cite a single example from Islamic history where any individual was granted personal immunity from the law. Please quote even one.
You and those with you often act as if your words are the law. No, my dear! The only law that shall prevail is the one that is in accordance with Islamic Shariah.
A few days ago, the Speaker of the Khyber Pakhtunkhwa Assembly was conferred a prestigious international award for record legislation — legislation that truly reflects the will of the people and the essence of democracy. Since the formation of this Assembly, no previous house has enacted such progressive laws. This recognition is a matter of pride not only for Khyber Pakhtunkhwa but for Pakistan as a whole. Instead of celebrating this achievement and the good name Pakistan earned on the global stage, you blocked my passport and prevented several MNAs and MPAs from attending the conference. That conference brought together representatives from 56 countries, 186 assemblies, and nearly 80,000 parliamentarians. Yet your only priority remains how to prolong your illegal Form-47 so-called government by trampling every principle of human rights

پارلیمانی استحقاق، بشمول صوبائی اسمبلی کے ممبر کو کسی فوجداری الزام پر گرفتار کرنے سے پہلے اسپیکر کی پیشگی اجازت، خیبر پختونخوا کی کوئی نئی ایجاد نہیں۔ یہ استحقاق مقننہ کی آزادی کے تحفظ، ایگزیکٹو کو پولیس کے ذریعے منتخب نمائندوں کو دھمکانے یا خاموش کرنے سے روکنے، اور اسمبلی کو بغیر خوف و خطر کام کرنے کے لیے ہیں۔

جب آپ رات کی تاریکی میں استثنیٰ (immunity) کا قانون پاس کروا لیں تو وہ آپ کے نزدیک بالکل درست ہے۔ جب آپ پارلیمنٹیرینز کو اغوا کریں، رشوت دیں اور فلور کراسنگ کروا کر صرف اپنے لیے قانون پاس کروا لیں تو وہ قانون بن جاتا ہے۔
لیکن جب تمام حکومتی اور اپوزیشن پارٹیاں اتفاقِ رائے سے خیبر پختونخوا اسمبلی میں قانون پاس کریں تو وہ قانون نہیں رہتا؟ ہاں نا کمال ہے؟ ذرا سوچیں کہ آپ کیا موازنہ کر رہے ہیں اور کیا ٹویٹ کر رہے ہیں۔
آج ہم جمہوریت پر اس سے کہیں زیادہ سنگین حملہ دیکھ رہے ہیں: بغیر وارنٹ، چہرے ڈھکے ہوئے افراد منتخب ایم این ایز، ایم پی ایز اور پی ٹی آئی قیادت کے گھروں پر چھاپے مار کر اغوا کر رہے ہیں تاکہ پرامن احتجاج روکا جا سکے۔ کیا یہ جمہوریت ہے؟ جب 24 نومبر، 9 مئی اور 25 مئی کو گولیاں چلائیں گئیں اور قتل عام ہوئے تو یہ واضح ہو گیا کہ یہ جمہوریت نہیں بلکہ چند افراد کی چلائی ہوئی ریاست ہے، جہاں آئین محض کاغذ بن کر رہ گیا ہے۔
آپ دنیا کو پاکستان کے بارے میں کیا پیغام دے رہے ہیں؟ لوگ ملک چھوڑ رہے ہیں۔ امید دم توڑ رہی ہے۔ سرمایہ کار خوفزدہ ہیں۔ دریں اثنا اقتدار والے ہر قسم کے استحقاق سے لطف اندوز ہو رہے ہیں۔ ہم یہاں رہیں گے۔ تاریخ بتاتی ہے کہ آپ جیسے لوگ حقیقی جمہوریت آنے پر اس ملک سے چلے جاتے ہیں۔ اب پاکستان کے لوگ ایک بار اور ہمیشہ کے لیے فیصلہ کریں گے کہ جمہوریت کیا ہے: عوام کی حکومت، عوام کے ذریعے اور عوام کے لیے۔
آپ جن استحقاقات پر تنقید کر رہے ہیں، وہی آپ اور آپ کے ساتھی بھی مزے لے رہے ہیں۔ آپ میں سے کچھ نے پارلیمنٹ کے ذریعے خود کو استثنیٰ دلا رکھا ہے تاکہ کوئی ان سے سوال نہ کر سکے۔ کیا آپ سمجھتے ہیں کہ ایسا قانون ریاستِ مدینہ میں قابلِ قبول ہے؟ اگر یہ واقعی اسلامی ریاست ہے اور اس کا آئین اسلامی قانون کے تحت بنا ہے تو اسلامی تاریخ سے صرف ایک مثال بتائیں جہاں کسی فرد کو قانون سے استثنیٰ دیا گیا ہو۔ بس ایک مثال دے دیں۔
آپ اور آپ والے اکثر سوچتے ہیں کہ آپ کے الفاظ ہی قانون ہیں۔ نہیں میرے عزیز! صرف وہی قانون غالب آئے گا جو اسلامی شریعت کے مطابق ہو۔
چند روز قبل خیبر پختونخوا اسمبلی کے اسپیکر کو ریکارڈ قانون سازی پر ایک بین الاقوامی ایوارڈ سے نوازا گیا — ایسی قانون سازی جو عوام کی حقیقی نمائندگی اور جمہوریت کا عکس ہے۔ اس اسمبلی کے قیام کے بعد کسی پچھلی اسمبلی نے اس قسم کی ترقی پسند قانون سازی نہیں کی۔ یہ اعزاز نہ صرف خیبر پختونخوا بلکہ پورے پاکستان کے لیے فخر کی بات ہے۔ اس بڑی کامیابی اور پاکستان کے عالمی سطح پر اچھے نام کی تعریف کرنے اور خوشی منانے کے بجائے آپ نے میرا پاسپورٹ بلاک کر دیا اور کئی ایم این ایز و ایم پی ایز کو اس کانفرنس میں شرکت سے روک دیا۔ وہ کانفرنس 56 ممالک، 186 اسمبلیوں اور تقریباً 80 ہزار پارلیمنٹیرینز کی نمائندگی کرتی تھی۔ مگر آپ کی واحد ترجیح یہ ہے کہ اپنے غیر قانونی فارم 47 کی نام نہاد حکومت کو انسانی حقوق اور اخلاقیات کو پامال کر کے کیسے طول دیا جائے۔
میں نے پاکستان کی ہر اسمبلی اور خیبر پختونخوا اسمبلی کے منظور شدہ قانون کے مطابق آئی جی پی اور اضافی چیف سیکرٹری (ہوم) کو خط لکھا کہ کسی بھی گرفتاری سے پہلے میرے دفتر کو مطلع کیا جائے تاکہ کسی ناخوشگوار واقعے یا خوف و ہراس سے بچا جا سکے۔ یہ میرا آئینی فرض ہے۔ ایوان کے محافظ ہونے کے ناطے خیبر پختونخوا کے لوگ مجھ سے توقع رکھتے ہیں کہ میں ان کے منتخب نمائندوں کے حقوق کا تحفظ کروں۔

“When a nation rises for its rights, no force on earth can suppress it. I remain a free man, even in jail, but my nation is trapped in a prison where there is no independent judiciary, no genuine democracy, and no free media. Every Pakistani must rise up for their true freedom!

For two years, I have remained imprisoned solely for the sake of the Pakistani nation, so that no one can enslave you. Now, the time has come for you to stand up for your own freedom and defeat this oppressive system.

I repeatedly called for dialogue in the best interest of the country. But the time for negotiations has now passed. After the 26th Constitutional Amendment, the rule of law, the Constitution, and the very concept of justice have been buried. Any hope of receiving justice from the courts has been completely extinguished. The Pakistani nation now has only one path forward: a nationwide protest movement. Nothing short of this can pull us out of this quagmire of lawlessness.

A complete roadmap for the nationwide movement will be announced this week. I will have completed two full years of unjust imprisonment on August 5th. One that very day our nationwide protest campaign will be at its peak.

There will be no further negotiations of any kind with anyone anymore! The only path forward is mass protest in the streets, so the nation can rid itself of the puppets forcibly imposed upon it as its rulers.

Let me be clear: any officeholder in Pakistan Tehreek-e-Insaf who cannot shoulder the weight of this movement should step aside immediately. Those who have submitted to these oppressors must remember: these very people will eventually crush you, and the people will never forgive you either.

Even leaders like Nelson Mandela and Gandhi were allowed to meet other prisoners, read books, and write. I am enduring a form of solitary confinement where I am locked for 22 hours a day in a 6x8 foot cell. Police officers are forbidden from speaking to me. I have been denied books for the past six months. I am not allowed to speak to my children. My lawyers and colleagues cannot visit me. My family is allowed only a few minutes of visitation each week, and many of them are often denied even that. My personal physician has not been allowed to examine me for the past ten months. Even my access to newspapers and television has been cut off for the last week. Books sent by my family are withheld and kept in the superintendent’s office. My wife is also being held in inhumane conditions in solitary confinement.

Behind all of this is the establishment and its pawns. All of this is being done to break me. But I will continue to stand against tyranny until my very last breath.

We restored the constitutional and legal rights of the tribal areas after decades and provided full resources for reconstruction and development. The current regime not only withheld their rightful funds for three years but is now actively working to roll back their constitutional rights, an action that is utterly condemnable. I commend our parliamentarians and representatives for boycotting these unlawful measures.

As for our Punjab MPAs who were suspended for protesting during the fraudulent government’s budget session, the real reason behind it was that their protest against Maryam Nawaz was intolerable for the regime, although it is a long-standing tradition to protest during budget sessions.”

I’ve been instructed to call on the public not to attempt to march or protest nearby Adiala jail on 27 March. I’ve heard from sources that this may be used as an excuse for the establishment to launch a “counter” assault on the jail (Which my father is being held in), which could endanger his life. Please do not give them any reasons for “accidents” to happen to my father during the protest.
