The 800,000 are not on the active voter registry and have not been on it since at least 2017. Prior to 2017 this was part of routine maintenence, so most of this is just backlog.

@dabaof2 @Thdlock Even if the class is more simple to play, some of these changes seem like it will have the opposite effect. Removing things like boss timers/ raid wa etc will make skill gaps much more obvious, especially at the high end. Too much simplification makes it boring imo
