Agreed. The A to your Q, from our experience, seems one or both of:

1. Fatigue - Dealing - even wrongly - with COVID drained school system administrators. They don’t want to think about dealing - even prophylactically -with same/worse again

1. Liability - A radically different approach might indicate that they - or the “experts” they followed - were wrong…and maybe even knew it. Lawsuits!

To be clear, this POV is not result of a study, only anecdotal observation.
