Dictator Aliyev has decided to enter into a tough confrontation with the #USA and #EU to satisfy his emotions of being like a medieval dictator. Azerbaijan chose the path of Belarusianization. #Baku has accused the #UnitedStates of biased policies and threatened to sideline #Washington as a mediator in regional peace talks.
This thinly veiled blackmail attempt is a clear indication of Baku's desire to escape American-led negotiations. Azerbaijan, which is actively preparing for renewed hostilities against Armenia, is vehemently opposed to #Western efforts to broker a peace agreement.
A #peace treaty with Armenia would severely limit Azerbaijan's ability to launch future offensives. This is precisely why Baku is constantly inventing excuses to fail constructive negotiations. These narratives of impending wars are being carefully crafted by Azerbaijan today, paving the way for future conflicts that will erupt at a time deemed strategically advantageous.
Azerbaijan's path to implementing this plan is fraught with obstacles, as the United States has understood Azerbaijan's intentions and is determined to expedite the #Armenian-#Azerbaijani peace agreement.
Weakening Russia's influence in the region is not in Azerbaijan's best interests. Azerbaijan intends to maintain #Russia's presence in the region, at the expense of Armenia. However, the #US will not abandon Armenia's interests. Washington is resolute in its stance.
During a hearing before the House Foreign Affairs Committee, US Assistant Secretary of State James O'Bryan issued a stern ultimatum to Azerbaijan, urging the country to return to constructive negotiations.
O'Bryan emphasized that the US has made it clear that relations with Azerbaijan will not return to normalcy after September 19 unless progress is made in peace talks. Consequently, the US has canceled several high-level visits and condemned Baku's actions.

The US is aware of the Russian-Azerbaijani strategy to delay negotiations in Western formats. Baku is being given a clear message that time is of the essence. It is crucial that the #US also conveys the consequences Azerbaijan will face if it chooses to evade negotiations.
The US is dealing with Baku in good faith. Azerbaijan has sabotaged the possibility of a foreign ministers' meeting on November 20: "Under these circumstances, we don't consider it feasible to hold a meeting between the foreign ministers of Azerbaijan and Armenia on November 20, 2023 in Washington'' stated Azerbaijan.
Azerbaijan claims to have always respected Armenia's territorial integrity. This assertion is patently false, as Azerbaijan has occupied at least 200 square kilometers of Armenia's sovereign territory through military attacks between 2021 and 2023.

Azerbaijan would find any excuse to boycott the US format; it has nothing to do with the State Department's recent open statements. Azerbaijan is complicit in the #Russian-#Turkish plan to oust the US and EU from the region. Washington also understands Baku's belligerent policies. Unlike Russia, the US genuinely seeks a lasting Armenian-Azerbaijani peace.
The US works to resolve this conflict, which would also weaken Russia's position. I believe Western diplomats who believed Azerbaijan wanted to get rid of Russian peacekeepers were mistaken.
On the contrary, today, there are no Armenians left in #NagornoKarabakh, yet Russian peacekeepers remain. Aliyev isn't afraid to demand #Putin's withdrawal of peacekeepers; their presence is in his best interests.
Azerbaijan wants Russians to remain in Nagorno #Karabakh for the next two years. This window of time is the most dangerous for the return of Armenians. As long as Russians are in Karabakh, Armenians will not return. Baku understands this and has not demanded the withdrawal of the #Russians.
Over 100,000 #Armenians fled Karabakh under Russian "guarantee". Gentle approaches create comfortable conditions for Azerbaijan to avoid negotiations. Azerbaijan must feel the pain. #Aliyev has allies like Putin and #Erdogan, but he is extremely vulnerable.
The US can warn Azerbaijan that an arms import ban will be imposed, along with sanctions on companies that sell weapons to Azerbaijan, even if they are Israeli or Western. Azerbaijan needs to feel the power of America, otherwise, it will continue the boycott.
The US could hint to Azerbaijan that Europe may start rejecting Azerbaijani gas, that energy projects with Azerbaijan may be suspended, and that Western markets may be closed to Azerbaijani companies. Measures can be taken against the purchase of Azerbaijani oil and gas.
The US could signal that the assets and real estate of Aliyev, his family, and close associates in the West could be seized if the boycott against the West continues. Why do I claim that Russia presented an unjustified territorial claim to Armenia? Armenia has no obligation to allow Russia to control transport communication between Azerbaijan and #Nakhichevan. According to point 6, the Russian peacekeeping contingent was supposed to protect the Lachin Corridor, which connected #NagornoKarabakh to Armenia. Azerbaijan illegally placed a checkpoint in the Lachin Corridor, and Russia did not fulfill its duty; the corridor was not protected. As a result, the corridor came under the control of Azerbaijan.
Azerbaijan subjected Nagorno #Karabakh to ethnic cleansing, forcibly deporting 100,000 Armenians, but Russia did not prevent this terrible crime. Russian peacekeepers were supposed to provide security in Nagorno-Karabakh.
After November 9, 2020, Vladimir Putin personally guaranteed 120,000 Armenians to return to Nagorno-Karabakh and live under Russian security guarantees. However, #Putin broke his word and signature and did not prevent Azerbaijan from subjecting Karabakh to ethnic cleansing.

Azerbaijan and Turkey will do the right thing to come to an agreement with Armenia on the issue of lifting the blockade and be able to make a sovereign decision that will not serve the interests of Russia.
If Azerbaijan wants to establish contact with Nakhichevan through the territory of Armenia, it will, of course, happen with respect for Armenian legislation, sovereignty, and jurisdiction. The opposite will not happen. Russia must come to terms with the thought of losing not only the "Zangezur Corridor" but also Armenia.
