Some Georgian protesters are bracing for unlawful mass arrests today. Here’s why:

On Dec 12, Georgian Dream passed another repressive amendment requiring citizens to notify police 5 days in advance of any protest — even on a sidewalk. This directly contradicts Article 21 of Georgia’s Constitution, which guarantees peaceful assembly without prior permission. 'Blocking a sidewalk' is also banned. Penalties: up to 15 days in jail (20 for organizers), and up to 1 year for repeat 'offenses.'

Yesterday, on day 384 of nonstop protests, police formally warned protesters on Rustaveli Avenue that they would enforce this law to the “fullest extent,” claiming no notice had been filed.

In reality, at least three people did file notices and never received a response. Under the law itself, police have 3 days to reply and, if needed, propose an alternative time, place, or route. If they don’t respond within that window, the protest is legally allowed — even by their own rules.

Today, as they have for 384 consecutive days, protesters will gather again in 8+ cities across Georgia — exercising a constitutional right, not committing a crime.
