A cadre may endure a vacant post or a delyd prmton. But a cadre can't indefinitely endure a delayed review. 8+ years of wait. The question is no longer when review will happen btwhy it has not happened.

A cadre isn't judged only by recruitment, but by how fairly it promotes officers.
When progression keeps stalling, the answer can't be "wait" — it must be "Review. Reform. Resolve."

8 years is a delay. 8 years w/o resolution is a failure of administration. CSS has waited long enough for its 4th Cadre Review. We ask for no privilege. We ask for the machinery of government to move.
