खनिज संपदा छत्तीसगढ़ की धरती से निकलती है, लेकिन उसका पूरा आर्थिक लाभ छत्तीसगढ़ के लोगों तक पहुँचना भी जरूरी है। एक ओर खनिजों से जुड़े कर और सेस पर राज्य की स्वतंत्र वित्तीय निर्णय-क्षमता को केंद्रीय शर्तों के अधीन किया जा रहा है, दूसरी ओर खनन एवं उससे जुड़े उद्योगों में यदि स्थानीय युवाओं की तुलना में बाहर के लोगों को बड़ी संख्या में रोजगार मिलता है, तो राज्य से दोहरा आर्थिक बहिर्वाह पैदा होने का सवाल उठता है—एक राजस्व क्षमता के सीमित होने से और दूसरा रोजगार से अर्जित आय का हिस्सा राज्य के बाहर जाने से।
छत्तीसगढ़ देश के विकास में अपने लौह अयस्क, कोयला और अन्य खनिज संसाधनों का बड़ा योगदान देता है। इसलिए न्यायसंगत मांग यह होनी चाहिए कि खनिजों से मिलने वाले राजस्व में राज्य की मजबूत हिस्सेदारी सुनिश्चित हो और रोजगार में स्थानीय युवाओं को कौशल एवं योग्यता के आधार पर अधिकतम अवसर मिले।
संसाधन छत्तीसगढ़ के, तो विकास में पहली और मजबूत हिस्सेदारी भी छत्तीसगढ़ और छत्तीसगढ़वासियों की होनी चाहिए।

Shri Joydeep Dasgupta, Director (Production), NMDC, visited Tokisud North Coal Mine to review production and assess various aspects, including safety, monsoon preparedness, evacuation and despatch.

Shri Dasgupta inspected the mine pit, coal stockyard, and transportation roads, interacted with the team, and assessed operational preparedness to ensure safe and efficient mining operations during the monsoon.

Shri Dasgupta’s visit reaffirmed NMDC’s commitment to operational excellence, safe mining and efficient utilisation of its coal resources.

A delegation from the Southern African Development Community (SADC), representing 10 member countries out of 16 countries, visited the NMDC office to explore strategic collaboration with NMDC in the mining and critical mineral sector in Southern Africa. The visit marks a strategic step towards strengthening India–SADC cooperation and securing critical mineral assets for the mutual benefit of India and SADC countries. Representatives from Botswana, Eswatini, Lesotho, Madagascar, Malawi, Mauritius, Namibia, Seychelles, South Africa and Zimbabwe were present.

यह तस्वीर हमारे पारंपरिक ग्रामीण जीवन और खेती की एक सुंदर झलक प्रस्तुत करती है। हरे-भरे खेत, बैलों के साथ खेती करते किसान और मिट्टी से जुड़ा जीवन हमारी कृषि संस्कृति, परंपरा और जड़ों की पहचान है।

परंतु बड़े शहरों और तेजी से विकसित हो रहे शहरी क्षेत्रों के आसपास यह दृश्य धीरे-धीरे बदल रहा है। कृषि भूमि की बड़े पैमाने पर खरीद और उसके गैर-कृषि उपयोग से आसपास खेती करने वाले छोटे किसानों के सामने नई समस्याएं खड़ी हो रही हैं। कई जगह खेतों तक पहुंचने के पुराने रास्ते, सिंचाई के पानी के मार्ग तथा फसल और कृषि उपकरण लाने-ले जाने की व्यवस्था प्रभावित होती है। इसका सबसे अधिक असर उन छोटे किसानों पर पड़ता है, जिनकी आजीविका मुख्य रूप से खेती पर निर्भर है।

सरकार से अनुरोध है कि प्रमुख कृषि क्षेत्रों के संरक्षण के लिए एक स्पष्ट और सख्त Land-Use Policy बनाई जाए। कृषि भूमि पर बिना विधिवत अनुमति उद्योग, गोदाम, व्यावसायिक निर्माण या अन्य गैर-कृषि गतिविधियों को नियंत्रित किया जाए। साथ ही किसानों के पारंपरिक रास्तों और सिंचाई व्यवस्था की सुरक्षा सुनिश्चित हो।

छत्तीसगढ़ के गाँवों में तालाब केवल पानी का स्रोत नहीं हैं—वे गाँव की आत्मा हैं।
पीढ़ियों से निस्तारी, पशुधन, भूजल रिचार्ज, सिंचाई, जैव विविधता और ग्रामीण जीवन की अनेक जरूरतें इन्हीं तालाबों से जुड़ी रही हैं।
आज जरूरत केवल किसी एक तालाब को बचाने की नहीं, बल्कि पूरे प्रदेश के लिए एक मजबूत “Pond Protection & Restoration Policy” बनाने की है।
सरकार को प्रदेश के सभी पारंपरिक एवं सार्वजनिक तालाबों की GIS Mapping और Digital Registry तैयार करनी चाहिए। अतिक्रमण, अवैध भराव, फ्लाई ऐश अथवा मलबा डालकर तालाबों का स्वरूप बदलने पर सख्त रोक हो। जिन तालाबों का अस्तित्व प्रभावित हो चुका है, उनके लिए वैज्ञानिक तरीके से Restoration, Desilting, Catchment Protection और Groundwater Recharge की योजना बनाई जाए।
