A rotating disc has a positive linear circular velocity profile by definition (V = R*omega). Once the outer edge reaches orbital velocity, each succesive layer starts to expand. In fact, the linear profile of the disc rotates clockwise as the entire disc becomes orbital. No dark matter needed.
