Baltimore City SA Ivan Bates says later today he will be able to discuss charges against the 15-year-old suspect.

But he's clear:
"If you're going to stomp on individuals' heads, then you can expect to get charged with attempted murder."

@alsodawn @justin_fenton BPD has a no chase policy. The tactics involved in addressing these meet ups don’t involve chasing the participants. In these “disruptions” the drivers were cited/arrested without incident. Also, to your point, innocent bystanders should not be harmed due to police chases.
