Honoured to represent the Parliament of Albania at the NATO Parliamentary Summit, taking place in Istanbul.

Albania has proven itself to be a reliable Ally and an active contributor to NATO through its participation in Alliance missions, increased defence investment, the modernisation of its military capabilities, and its unwavering commitment to the security of the Western Balkans.

At a time when the international security architecture is facing complex challenges, the role of parliaments remains essential in strengthening political unity, ensuring democratic oversight of defence, and contributing to the building of a stronger, more resilient and better-prepared Alliance.

The @natopa Istanbul Summit reaffirmed that unity, solidarity and shared responsibility remain the foundation of our Alliance and the strongest guarantee of peace, security and stability across the Euro-Atlantic area.

All persons detained must be treated with dignity and in full respect of human rights, international law, and humanitarian law.

I have instructed our #Embassy in Tel Aviv to remain in close contact and coordination with the Israeli authorities in order to ensure that appropriate consular assistance is provided to our citizen, as needed and in full compliance with international law.

Today, I had my first meeting with @SecGenNATO Mark Rutte in my capacity as Minister for Europe and Foreign Affairs, at a time when #Albania continues to deepen its engagement and responsibilities within the #Alliance.

We shared the view that, in today’s increasingly complex and unpredictable security environment, #NATO is more relevant and indispensable than ever. Strengthening collective defence, increasing defence spending, supporting #Ukraine, and expanding defence industrial capacities remain central priorities for preserving deterrence, resilience, and transatlantic security.

#Albania has consistently proven itself a reliable, committed, and active #Ally. Our contribution to collective security continues to grow through increased defence investments, the modernisation of our #ArmedForces, and active participation in Allied missions and operations. Building on this trajectory, Albania remains fully committed to further strengthening its defence capabilities and ensuring that our commitments translate into concrete operational readiness that enhances both national and Allied security.

We also stressed the importance of maintaining a strong and unified strategic focus on #Ukraine. Albania remains fully aligned with Allied efforts to provide sustained support through NATO mechanisms, including training, assistance, and long-term capacity-building, as part of our broader commitment to defending the rules-based international order.

Regarding the #WesternBalkans, we reaffirmed that NATO’s continued engagement remains essential for safeguarding long-term stability and security in the region. Albania will continue to invest in stronger regional cooperation, closer coordination among Allies, and the effectiveness of NATO’s presence in #Kosovo, with #KFOR playing an indispensable stabilising role.

Looking ahead, I also provided an update on Albania’s preparations to host the next #NATOSummit in #Tirana, the first ever to take place in the Western Balkans. This represents both a historic responsibility and a strong recognition of Albania’s role within the Alliance, as well as of the strategic importance of our region. I reaffirmed Albania’s full commitment, in close coordination with NATO Headquarters, to delivering a successful, forward-looking, and impactful Summit.

#Ministria për Evropën dhe Punët e Jashtme e mirëpret këtë zhvillim të rëndësishëm, i cili përbën një vlerësim të qartë dhe të padiskutueshëm të përparimit të qëndrueshëm dhe të angazhimit të palëkundur të Shqipërisë në rrugën drejt anëtarësimit në Bashkimin Evropian.

#Rezoluta përforcon gjetjet e Raportit të Komisionit Evropian, duke ofruar një pasqyrë të plotë, objektive dhe të balancuar mbi ecurinë e procesit të negociatave, thellësinë e reformave të ndërmarra dhe përputhjen e qëndrueshme të politikës sonë të jashtme me atë të Bashkimit Evropian dhe me rendin ndërkombëtar të bazuar në rregulla.

Ashtu si në dokumentet më të fundit të institucioneve evropiane, Shqipëria vlerësohet si një ndër vendet pararojë në procesin e zgjerimit. Theksohen përkushtimi ynë i qëndrueshëm, konsensusi i gjerë politik për integrimin evropian dhe mbështetja e fortë e qytetarëve për këtë proces. Hapja e të gjithë grup-kapitujve dhe ecuria e rregullt e procesit të #negociatave mbeten dëshmi konkrete e ritmit të reformave dhe e besueshmërisë së progresit të arritur.

Rezoluta vlerëson gjithashtu ambicien e #Shqipërisë për të përmbyllur negociatat deri në vitin 2027, duke reflektuar një mirëkuptim të përbashkët se vendi ynë ka hyrë në një fazë vendimtare të procesit të anëtarësimit.

Rezoluta identifikon natyrshëm edhe fusha dhe aspekte ku kërkohen përpjekje të mëtejshme, të cilat janë pjesë e vetë procesit të zhvillimit të vendit dhe procesit të negociatave. Shqipëria i sheh këto si pjesë të një dialogu konstruktiv dhe të vazhdueshëm me institucionet evropiane, që ndihmon në orientimin dhe konsolidimin e reformave gjithëpërfshirëse në përputhje me rekomandimet dhe angazhimet e ndërmarra.

Një vlerësim i veçantë i jepet përafrimit të plotë të Shqipërisë me Politikën e Përbashkët të Jashtme dhe të Sigurisë të BE-së, duke konfirmuar rolin tonë si një partner i besueshëm dhe kontribues aktiv në çështje strategjike evropiane dhe globale.

Rezoluta njeh gjithashtu kontributin e Shqipërisë për stabilitetin rajonal dhe angazhimin në iniciativa të rëndësishme të BE-së, si Plani i Rritjes për Ballkanin Perëndimor, i cili do të përshpejtojë më tej konvergjencën ekonomike me Bashkimin Evropian.

Në tërësi, kjo rezolutë konfirmon se Shqipëria është në rrugën e duhur dhe se procesi i zgjerimit po prodhon rezultate konkrete. Qasja jonë mbetet e pandryshuar: të vijojmë me vendosmëri reformat, të adresojmë sfidat e mbetura dhe të ruajmë ritmin e lartë të progresit, duke sjellë rezultate të prekshme për qytetarët tanë dhe duke avancuar drejt qëllimit strategjik të anëtarësimit në Bashkimin Evropian.

We reaffirmed the strategic partnership and the longstanding, excellent relations between #Albania and #Türkiye, grounded in mutual respect, trust, and close cooperation, as well as in our shared historical and cultural ties and aligned interests as NATO Allies.

Our discussions focused on further strengthening bilateral cooperation to unlock the untapped potential across key sectors, including security and defence, infrastructure, tourism, education, and economic development. We also explored ways to expand trade and investment, building on the strong and dynamic presence of Turkish #businesses in Albania.

We emphasized the importance of sustained and coordinated efforts to promote stability, security, and cooperation in the #WesternBalkans and beyond.

Productive meetings in Ankara with counterparts from the Committee on EU Harmonization in the Grand National Assembly and the Turkey–Albania Friendship Group, focused on strengthening bilateral ties and advancing concrete parliamentary cooperation.

We paid tribute at Atatürk’s memorial with a wreath-laying ceremony, honoring a legacy that continues to shape our shared values.

As we mark 65 years of diplomatic relations, we reaffirmed our commitment to further deepen bilateral cooperation through enhanced institutional dialogue and increased high-level contacts, looking forward to expanding collaboration in key sectors such as the economy, #tourism and #cybersecurity.

We agreed to continue working together to unlock the full potential of Albania–Brazil relations in the years ahead.

#Diplomacy and think tanks have a special connection and naturally converge in in-depth analysis and long-term vision. While think tanks provide expertise, independent research, and innovative ideas that help shape policies, diplomacy transforms these ideas into concrete action and functional international relations.

During my stay in #Delphi, I had the pleasure of participating in an informal dinner with the #ELIAMEP foundation, co-organized by the #Embassy of the Republic of #Albania in Athens. It was a rich evening of exchanging thoughts and perspectives with analysts, academics, diplomats, and opinion-makers on regional developments, as well as on issues affecting the entire continent and the transatlantic relationship.

Gratitude to the leadership of ELIAMEP for their cooperation and contribution to shaping the European debate in support of the #enlargement process. #Dialogue, the pillar upon which diplomacy rests, remains a key instrument for strengthening peace, stability, and regional cooperation, as well as for realizing the European perspective of our region.

Had the pleasure to take part in the panel discussion “From ‘Soft Power’ to ‘Hard Reality’: The Great European Re-Balancing” at the #Delphi Economic Forum, focused on the new realities shaping our continent.

Europe is adapting to a more contested and unpredictable world. The evolving balance between “soft power” and “hard reality” reflects an urgent need to preserve what defines Europe, its values, its peace project, its openness, while strengthening its capacity to act, to protect its interests, and to project influence globally. This means a Europe that is more strategic, more resilient, and more capable, one that links its unicity and undeniable values with the ability to deliver and defend them.

In this context, #enlargement, especially in the Western Balkans, is not merely a policy choice, but a strategic imperative that strengthens Europe’s security, credibility, and long-term resilience.

#Albania has made its choice: to belong to #Europe, to embrace its values, and to be an integral part of its shared interests. We remain fully committed to doing everything in our power, now and in the future, to contribute to a stronger, more united, and more capable Europe.

At the panel “From Burden to Benefit: Making the Western Balkans' EU Accessions a European Geopolitical Win”, I conveyed a clear core message: among many strengths, #Albania brings to the European Union key, often undervalued, assets.

First, predictability and credibility in its positions, consistently demonstrated through full alignment with the #CFSP, proven through actions, not just words.

Second, an unwavering commitment across the entire country and society to its #European anchorage.

Third, a sustained investment in bilateral and #regional cooperation, stability, and mutual understanding.
Albania has been at the forefront of efforts to bring the #WesternBalkans closer together, helping shift the narrative, from a region once defined by division to one increasingly recognized as an integral part of South-East Europe. In this, Albania is proud to be leading from the front.

At a time when the EU must reaffirm its role in an unpredictable world and act as a stronger geopolitical actor, consistency and reliability are not details or technicalities, they are strategic assets.

A valuable opportunity to exchange views and compare notes on our active and dynamic engagement in the EU accession process. #Albania remains fully committed to sharing its experience and to continuing to do so whenever useful, as friendly countries and partners today, and future EU members, recognising #enlargement as a strategic investment in #Europe’s security and in building a more united and resilient continent.

At the #Delphi Economic Forum, speaking on the panel on EU enlargement in the #WesternBalkans, I underlined that for #Albania, European accession is not simply and only about alignment with the acquis, but also its effective implementation and the delivery of real results.

We are advancing on key reforms and strengthening institutions in parallel: building a more professional and merit-based public administration, a more independent and professional justice system, and increasingly digitalised public services. Every step forward in the #negotiations is matched by concrete implementation capacity on the ground.

Our objective remains the same: to close all negotiation chapters by 2027 and be ready for EU membership by 2030. This is and should remain a merit-based process, where progress must reflect tangible results and be met with timely decisions that preserve the credibility of #enlargement.

Enlargement is a shared #European project and a strategic investment in the continent’s security, stability, and cohesion. We must maintain and sustain the momentum with all Member States, including in particular with partners like #Greece who understand the region and its importance, and translate commitments into concrete deliverables.

On the margins of the #Delphi Economic Forum, I met with the Minister of Foreign Affairs of #Greece, George Gerapetritis, to continue our constructive and forward-looking dialogue on Albanian–Greek relations. 🇦🇱🇬🇷

Building on the meeting held earlier today in #Athens between our Prime Ministers, we reaffirmed our shared commitment to advancing bilateral cooperation in a spirit of mutual trust, good neighbourliness, and strategic partnership, firmly anchored in our common #European future and #NATO Allied solidarity.

To this end, we agreed to engage actively and concretely at all levels, with dedicated teams, to address outstanding issues and work towards balanced, durable solutions in the interest of both our countries and our citizens, opening a new chapter in our bilateral relations. Unlocking the full potential of our partnership is, in itself, a direct investment in the bilateral friendship and cooperation, but also in stability, prosperity, and a shared European future for our region.

In parallel, we agreed to make full use of every opportunity to intensify political dialogue and expand economic cooperation, particularly in energy, infrastructure, and tourism, while promoting greater connectivity and people-to-people exchanges.

I also expressed our appreciation for Greece’s consistent support for Albania’s EU accession and for its continued advocacy of enlargement in the #WesternBalkans, including by keeping it high on the agenda of this year’s Delphi Forum. We welcome Greece’s commitment to work closely with the upcoming EU Presidencies of #Ireland and #Lithuania to ensure that enlargement remains a key #European priority.

We also welcome the Delphi Declaration adopted this morning, a renewed commitment to finally turn the #Thessaloniki promise into a concrete deliverable. The Oracle of Apollo must have been listening.

#Economic diplomacy is a priority of our foreign policy. A slogan? Certainly not.

Very pleased to meet today with the CEO of @LuxairAirlines, Gilles Feith, and his team to explore ways to establish air connectivity between #Albania and #Luxembourg.

With Albania’s rapidly growing #tourism sector and expanding aviation infrastructure, the potential for new routes and deeper commercial cooperation is clear. ✈️

Enhanced connectivity goes beyond flights; it supports trade, attracts investment, enhances mobility, and brings people closer together, fully aligned with and supportive of Albania’s development priorities, growth prospects, and #European accession path.

We look forward to advancing this dialogue and to welcoming the presence of #Luxair in Albania. 🇦🇱🇱🇺

Nous avons réaffirmé l’excellent état des relations d’amitié et de coopération entre l’Albanie et le #Luxembourg, ainsi que notre engagement commun à approfondir davantage la coopération dans les domaines clés existants, tout en exprimant notre volonté d’explorer davantage des secteurs tels que l’innovation, la technologie et le tourisme.

J’ai exprimé la profonde reconnaissance de l’Albanie pour le soutien constant et résolu du Luxembourg à notre processus d’adhésion à l’UE, ainsi que pour son engagement en faveur de la perspective européenne des Balkans occidentaux. Nous avons également discuté des prochaines étapes des négociations d’adhésion, en soulignant l’importance de maintenir la dynamique de l’élargissement à travers un processus crédible, fondé sur le mérite et orienté vers notre avenir européen commun.

Je me réjouis de poursuivre et d’approfondir ce partenariat étroit, nourri par nos valeurs européennes communes, notamment à l’occasion d’une prochaine visite du Ministre Bettel en #Albanie.
