NEW: Ground rents paid to freeholders on properties in England & Wales to be capped after Keir Starmer overruled Treasury concerns about impact on institutional investors.
The cap will be set at £250 a year for each property, and change to a “peppercorn” sum after 40 years.
Legislation will also ban new leasehold flats while existing leaseholders will get right to switch to commonhold to give greater control over properties.
Angela Rayner, former deputy prime minister, had urged PM in not to water down plans amid concerns, while dozens of Labour MPs had threatened to rebel.
