Filing Official Human Rights Complaint Against UNESCO Over Fabricated “Heer Isse of Zeila” and Resulting Atrocities in Awdal
I, Hon. Dr. Abdillahi Hashi Abib, Member of the Foreign Affairs Committee of the House of the People of the Federal Republic of Somalia, will formally file a major human rights complaint with the UN Human Rights Committee (OHCHR – Geneva) against the United Nations Educational, Scientific and Cultural Organization (UNESCO) for its role in publishing and legitimizing a fabricated document known as the “Heer Isse of Zeila.”
The complaint alleges that UNESCO’s publication directly triggered ethnic targeting, killings, injuries, arbitrary arrests, forced displacement, and destruction of property against the Gadabuursi (Samaron) population of Awdal. The document, falsely presented as an authentic local customary charter, was allegedly used by the Somaliland secessionist militia to justify actions that have destabilized Zeila and surrounding districts.
The filing states that UNESCO:
o Published a fabricated and unauthorized document contradicting centuries of historical record
o Presented a politically engineered text as “intangible cultural heritage”
o Ignored Somalia’s sovereignty under UNESCO Constitution Arts. I(2), II(1), V(1)
o Violated the ICCPR, the UN Accountability Framework, and UN Guiding Principles on Cultural Rights
o Enabled a secessionist armed group to weaponize cultural documentation to justify harassment and violence
o Failed to conduct due diligence, verification, or consultation with the historically recognized custodians of Zeila, the Gadabuursi community
The complaint holds UNESCO responsible for “foreseeable and preventable cultural and physical harm.” Complaint Also Targets One Tribe Secessionist Hargeisa Regime Militia, Djibouti, Ethiopia, and Somali Federal Government. The formal submission includes joint claims against:
o One Tribe Secessionist Hargeisa Regime militia – for killings, torture, shootings, forced displacement, and property destruction
o Government of Djibouti – for cross-border interference and aiding armed elements
o Government of Ethiopia – for cross-border pressure that escalated instability
o Federal Government of Somalia – for failing to protect its citizens, ignoring warnings, and refusing to bring the matter before international courts
I will state - “UNESCO’s reckless publication poured fuel on an already volatile situation. It gave political legitimacy to a fabricated document and directly contributed to deaths, injuries, and the persecution of an entire community. When the Somali Government refuses to act, it becomes my duty to act.”
Complaint that will be Filed Under ICCPR Optional Protocol which will be Filed before the UN Human Rights Committee, the legal submission includes:
o Historical documentation of Gadabuursi sovereignty over Zeila dating from the 13th century
o Analysis of UNESCO’s legal violations under international and UN law
o Evidence of killings, injuries, and displacement following the “Heer Isse” publication
o Testimonies from victims and families
o Requests for reparations, cessation orders, accountability measures, and corrective publications
I will emphasize - “International organizations cannot hide behind bureaucracy when their actions contribute to bloodshed. UNESCO must be held accountable, legally and morally.”
The press release stresses the urgency of protecting civilians in Awdal, where tensions remain high and intimidation continues. I call on:

Human rights NGOs, and
International media to monitor and document unfolding events and ensure that no further harm occurs.

I issue this statement with anger, grief, and absolute urgency as the elected Member of Parliament representing the Awdal communities. What is unfolding in Borama and across Awdal Region is not a “security incident” or a “local disturbance” - it is a full-scale atrocity being committed by armed SNM militia forces against innocent civilians.
Over the last hours, these militia forces have stormed Borama city and surrounding towns in Awdal, firing live rounds into crowds of peaceful demonstrators. Civilians - including women, children, and the elderly - have been killed and wounded. Hospitals in Borama are now overwhelmed, having completely run out of medical supplies, surgical equipment, and essential medicines. Doctors are unable to operate on the wounded. Some victims are facing death simply because they cannot receive the emergency care they desperately need.
I appeal to all international agencies and NGOs operating in Somalia - UN agencies, ICRC, MSF, WHO, IOM, OCHA, Save the Children, and every humanitarian actor: come to Awdal NOW. Do not wait for “clearance” from anyone. Do not hide behind bureaucracy while civilians bleed to death.
Your presence is urgently required to verify, document, and respond to these atrocities. The situation has escalated to an unconscionable level - SNM militia members have entered hospitals in Borama, shooting at parents, relatives, and even patients inside medical wards. This is a blatant war crime - an intentional attack on protected persons and protected medical facilities. Under international humanitarian law, including the Geneva Conventions and customary international law, attacks on hospitals constitute grave breach and a prosecutable offense before international courts.
Let me state this clearly for the record - These atrocities will be fully documented, preserved, and submitted to the United Nations Human Rights mechanisms and the International Criminal Court (ICC). Those who gave the orders, those who pulled the triggers, and those who attempted to hide the crimes will be held individually criminally responsible. There will be no amnesty and no political cover.
I urge humanitarian agencies to immediately:
o Deploy emergency medical teams to Awdal Region.
o Deliver urgent medical supplies to Borama hospitals without delay.
o Evacuate severely wounded civilians who cannot be treated locally.
o Conduct independent assessments and documentation of the atrocities.
o Ensure protection monitoring in Zeila, Lughaya, Borama, Garbadadar, Boon, and Hariirad.
o Awdal is under attack. Innocent civilians are being targeted. Hospitals are being violated. And the world must not stand by silently.
o I am placing the international community on formal notice: Failure to intervene, failure to document, and failure to protect will make you complicit in the silence that enables these crimes.
May Allah protect our innocent people. Justice will come, and every individual responsible will answer before international law.
