Twenty years ago I created Montessori middle schools in the Bay Area. Half the students came up from Montessori elementary, half transferred from public schools. No matter how bright and well-behaved the public school kids were, when we gave them an environment where they could pick what they wanted to work on, they couldn't function.
The Montessori kids walked into the room every morning and got right to work. They knew how to manage their time. They had been doing it for years. The public school kids took a semester or sometimes a full year to learn how to use their time responsibly. Six years of being told what to do every minute of every day had trained that capacity out of them completely.
One of the worst relics of colonialism, apart from the three member committee, is the show cause notice.
It is not a notice of punishment, it is not a notice of sanction but more of a polite letter asking why we shouldn't take action against you.
It's like, the govt asks you, "you have killed one person, embezzled 4500 cr of public money or wantonly inconvenienced 10000 people, so tell me why we shouldn't take against you"
I mean if the govt wants to take action they should. Why send them a piece of paper and all.
Show cause notice is one useless piece of paper that offers nothing, does nothing, doesn't deter nor punishes.
The only thing it does is enable the govt to proudly say, "We have issued a Show cause notice and we are waiting for response"
We don't even get to see the response.
Show cause notice is one of those old relics which enables the govt to not govern but show that they are governing.

1. The public transport is very good in BOM and DEL. Reliable and cheap.
2. A lot of migrants in BLR, buying cars as individuals, and not family. (Do they get counted in popn?)
