The U.S. Census Bureau explicitly counts “all persons in the United States,” including illegal aliens and other non-citizens, when apportioning congressional seats and Electoral College votes. States that have encouraged mass illegal immigration—especially California—reap extra House seats and electoral votes from this inflated headcount. Every citizen in Indiana and other states that follow the rule of law effectively has their vote diluted because the census counts millions of people who have no legal right to be here and cannot vote.

That distortion is why sanctuary-stronghold states now enjoy outsized influence in Congress. It is also why Indiana must act decisively. With clear constitutional authority to redraw congressional maps mid-decade, the General Assembly has a critical opportunity to protect Hoosier voices and push back against states that encourage lawlessness to gain political power.
