I have been observing Madhya Pradesh’s wildlife plan for a long time. I am not surprised here.
For the past 10 years, Madhya Pradesh has been vigorously promoting its forest wealth the dense sal and teak forests and the wildlife that inhabits them in an effort to become the leader in wildlife tourism. It should do so. A state whose nearly one-third area is covered by the beautiful forests of the Vindhyachal and Satpura ranges deserves this position.
But the highest number of wildlife crimes are also taking place here.
In this state that calls itself the Tiger State, 45 known tiger deaths have occurred in just six months, and there is no record of the unknown ones. Cases of illegal hunting and the activities of organised gangs continue to surface regularly. Tourism promotion is aggressive, but ground-level protection and accountability do not appear equally strong.
This contradiction is the matter of greatest concern.
Districts such as Betul, Khandwa, Dindori, Anuppur, Guna, Vidisha, Raisen and Bhopal have seen the highest levels of encroachment on forest land. As a result, the habitat of these animals has shrunk. Similarly, districts like Sidhi, Anuppur, Shahdol,shivpuri,sheopur, Satna, Panna and Katni are strongholds of wildlife criminals, and the highest number of reports of animal deaths also come from these areas. In the districts along the Chhattisgarh border, these poachers operate with impunity and wait for any tiger that migrates into the area so that it can fall to their guns. The casual and indifferent attitude of the staff is also a matter of serious concern and reflection.
Tigers, leopards and cheetahs live in the forest and increase their numbers. But securing safe habitat for the new generation born in the last two-three years is now becoming extremely difficult. The tendency of senior officers to wash their hands of these incidents or display ignorance is also condemnable. Last week, when information was sought from the Field Director of Madhav about the poachers caught with 10 skins, this person irresponsibly claimed complete ignorance of the matter.
These problems will only grow larger in the coming time and will create obstacles in the path of becoming the leader in wildlife tourism. Before that happens, it is extremely necessary to tighten the administrative machinery. And this can only be possible through political intervention.
I hope that, according to my assessment, the forest wealth still exists for 1,800–2,000 tigers to live in Madhya Pradesh alone. To achieve this goal, all these fundamental aspects will have to be executed. In Uttarakhand, the highest number of human-wildlife conflict cases in the country are recorded. If we look at the pattern of the last 6 years, more than 40 people have already lost their lives this year in attacks by elephants, tigers, leopards, and bears. Of these, only about 7–8 deaths are caused by elephants and bears; the majority of deaths are due to leopards and tigers, which are almost equally responsible.
In the Kumaon region of the state, the density of tigers is higher while the human population is lower. Conversely, in the Garhwal region, the human population is higher and the number of tigers is extremely low. This clearly indicates that the leopard population is higher in Garhwal, and due to the higher human population density, human-wildlife conflict is more intense there.
Today, almost the entire Terai region is struggling with this problem, where resident tigers and leopards live in the sugarcane fields. During the crop season, these tigers and leopards often become the cause of human-wildlife conflict.
A clear pattern has been observed here: the cause of most deaths is not just leopards tigers stand almost equal to them. The highest number of deaths occur in the Garhwal region, which includes districts with high human population density such as Dehradun and Haridwar. Pauri district is the most affected by leopard attacks, and surprisingly, out of the 13 identified leopards, 8 belong to this area. Almost all the bears against whom orders have been issued to be killed are also from this district.
These leopards and tigers are always striving for a better and conflict-free life, but human interference and excessive exploitation of forests have disturbed their natural habitat. In the 2000s, when the numbers of tigers and leopards had become extremely low across India due to rampant hunting, people also occupied large areas of forest land. Some of these were people with political protection, while others were ordinary villagers who carried out their plans without caring about the consequences. Today, the result of that recklessness and greed is clearly visible.
This problem is not limited to Uttarakhand, Rajasthan, Maharashtra, or Madhya Pradesh alone. Everywhere, wild animals are forced to live this depressing life because humans have established their claim over their land, and this continues even today.
I appeal to the concerned state governments and the central government that the first step should be to remove those who have illegally occupied forest land.
