In American Legal System which is the subject matter here, Depositions & Affidavits while similar, do not mean the same thing in context. Affidavits are written & voluntary. Depositions are Oral testimonies where opposing lawyers question a witness & the answers are transcribed.

She should move to California or New York and sit the bar exams as a foreign trained lawyer. Tough but doable. Both jurisdictions do not require further education in the US to be eligible for the exams.
