Sort of. It's a mess.
Personal cert is enough for a self-install, but most suppliers won't supply F-Gas without proof of a certified company. Stupidly, a lot won't even supply R-290 without it, even though it's not a F-Gas.

You can't install for someone else on a personal cert, the company installing also has to be certified.

Heat + Cool is at least an option now with permitted development, but that requires MCS standards (mostly for noise) to be met. This is a massive improvement over the previous regs, they used to be 'heat-only' for PD.

If you want to do a self-install, you're going to want to go either the planning route, or do a Lawful Development Certificate to prove that it's covered under PD.
You'll also need a fairly decent set of tools, scales, vacuum pump - probably around ~£1k new for a minimal set.

In case any Americans read this: Air con is good. We should use it more. Especially in summer when we have excess solar available.

The real head scratcher is why dual-hose portable units basically don't exist in the UK. I can't see any legal reason why they're not available - single hose units are better than nothing, but they suck.

The book itself is fascinating, especially that the introduction called for a de-jure minimum wage of 25s

The family in question spent 13s 4d in the week in question - 25s would have been an astonishing change in fortune, ignoring all second order effects

@worstall It's odd how the drug legalization argument always seems to focus on recreational drugs and not drugs in general.
Should Y be prescription only never seems to come up.
Naproxen (OTC in the US, POM in the UK - mostly) is a good example.
