For years, Kallas governed a country that borders Russia and still carries the memory of Soviet occupation in its laws, language, and political culture. Leading Estonia meant governing under the shadow of a constant threat. In December 2024, she became the European Union’s High Representative for Foreign Affairs — the bloc’s highest diplomatic position.
