Insulting Manipur people's intelligence - a mere perception

It is with deep concern and a sense of moral anguish that the World Meetei Council wishes to bring to your kind attention that nearly three years have elapsed since the failure of the Indian state in the remote 19th state of the country that is, Manipur.

WMC would like to respectfully highlight that despite the deployment of over 60,000 military @adgpi and paramilitary @official_dgar personnel in a geographically small state of 23 thousand odd square kilometres with a population of around 3 million, the situation on the ground remains deeply troubling. Of particular concern is the continued blockage of critical stretch of about 30 kilometres on National Highway No. 2 which is also the Asian Highway-1 by the SoO groups of Kuki-Zos @Kuki_Inpi @kzc2024 .

We understand that your government @PMOIndia has been actively working towards resolving insurgency issues in the Northeast, particularly involving Meetei insurgent groups, with a stated goal of bringing such challenges to an end. However, WMC respectfully submits that the approach being followed appears to be causing unintended hardship to the civilian population, especially the Meetei community.

There is a growing perception among the people that armed groups under Suspension of Operations (SoO) arrangements have been allowed operational freedom. This has led to a sense of injustice and insecurity among the population, who feel caught in the crossfire of policies and conflict dynamics.

Furthermore, it is difficult for the people to reconcile calls by the Centre on the State Government @govt_of_manipur to restore normalcy when the armed SoO groups are beyond the control of the state. This has only added to the frustration and sense of helplessness among the citizens.

Sir, WMC earnestly appeals to your good office @narendramodi to ensure that the people of Manipur are treated on par with citizens of Gujarat or in any other part of the country. The innocent civilians should not become an unintended consequence of efforts to resolve complex security challenges.

We humbly request your kind intervention to take immediate and effective measures to restore peace, ensure free movement along national highways, and bring a just and lasting resolution to the crisis without further delay.

Let us not forget that on our shoulders lies the sacred responsibility of passing on a bright and secure future to our children.

Let us rejuvenate the pride of being descendants of our brave forefathers who once dominated this part of South East and South Asia - from Ningthi Turen (Chindwin River) in the east to the Surma Valley (present Sylhet region of Bangladesh) in the west and up to China in the north.

Today, Meeteis across the world, with an estimated population of around 18 lakhs, stand at a critical crossroads due to our collective ignorance and inefficiency, especially on the part of political leadership. The time has come for us to stand united under smart and enlightened leadership. Mutual understanding, coordinated action and unity are now essential - for unity is our greatest strength, and there is no alternative to it.

World Meetei Council is sincerely committed to building strong social bonding to connect Meetei people across the globe in order to protect and promote our common interests.

WMC is also deeply concerned about the demographic changes in Manipur over the last four decades that have significantly disturbed the social structure with far-reaching socio-political implications. This calls for urgent and decisive measures from the Government of Manipur, where the role of indigenous people remains crucial.

Taking these concerns seriously, WMC has resolved to actively pursue the demand for inclusion of Meeteis in the list of Scheduled Tribes under the Constitution of India. This resolution was first adopted during Guwahati Meepham – 2021, and reaffirmed in:
•Delhi Meepham – 2022
•Sugnu Meepham – 2023
•Binakandi Meepham – 2024

The Government of Manipur @govt_of_manipur, despite having access to vast intelligence and administrative resources, appears to be either ignorant of or unwilling to acknowledge the root causes of the ongoing Manipur crisis, which has persisted for nearly three years.

World Meetei Council (WMC) has repeatedly and clearly articulated both the core issues behind the conflict and the viable alternatives for resolution. However, it is evident that both the State Government and the Government of India @PMOIndia remain trapped in their predetermined narratives and policy frameworks. This is reflected in their actions and inaction, which are not only disappointing but deeply concerning.

WMC once again reiterates that the Manipur crisis is being perpetuated by the Government of India’s policy of appeasement towards armed Kuki-Zo groups @kzc2024.@KUKIINPI1917 @KukiInpimanipur . The reasons behind this appeasement have already been elaborated by WMC in its communications addressed to Hon’ble Shri Narendra Modi @narendramodi, the prime minister and through public statements on WMC’s official platform on X (formerly Twitter).

It must be stated unequivocally that unless the armed Kuki-Zo groups are restrained and brought firmly under control, peace in Manipur will remain elusive. The Suspension of Operations (SoO) groups continue to be the primary drivers of instability and violence. As long as this reality is ignored by the Modi government, normalcy cannot return. The moment this fundamental truth is acknowledged and acted upon, WMC firmly believes that peace can be restored in Manipur in no time.

In this context, WMC finds that the Manipur Government’s press release (attached) of yesterday is largely meaningless, as it demonstrates a lack of understanding of the ground realities. The State Government would do well to seriously consider the sane and unbiased opinions expressed by civil society organisations, which operate without political motives or vested interests.

It is sincerely hoped that the present central rule in Manipur will introspect, realign its approach with ground realities, and act in the genuine interest of restoring peace, security, and dignity for all communities in the state.

Much has been said about the underlying relationship between the Kuki-Zo armed groups and the Modi government. It is therefore no surprise that the Union Government has chosen to remain silent on this matter. This deliberate silence - or maun mode - appears to be a calculated decision, possibly driven by the fear that further scrutiny may expose its role and mischief in Manipur.

World Meetei Council (WMC) would like to categorically state that such “maun operations” cannot sustain themselves indefinitely. The moment clandestine actions are exposed, they lose all moral basis and moral strength and are inevitably abandoned - unless people are rendered voiceless through fear, intimidation or repression, as is often seen under dictatorial regimes.

This raises a fundamental question: what distinguishes Manipur today from countries ruled by dictators? The blatant drama of betrayal committed against Manipur by the Modi government @narendramodi , in connivance with the Kuki-Zo armed groups under the Suspension of Operations (SoO), is deeply disturbing. WMC is fully aware of what the Modi government is attempting to do. Whatever its compulsions or calculations may be, the Union Government must not brand the Meetei people as anti-national or separatist -yet this is precisely the dangerous narrative it appears to be promoting.

It is both disturbing and ironic to witness communications issued by SoO groups - known to be in close coordination with the Union Government - going to the extent of dictating elected MLAs to participate in a manufactured spectacle of so-called “Kuki heroism,” a narrative seemingly patronised by the power that be.

In conclusion, World Meetei Council firmly states that the Modi government is deviating from Rajdharma, to the grave detriment of Manipur and to the larger harm of the nation. We urge the Hon’ble Shri Narendra Modi, Prime Minister of India, to act with wisdom, fairness, and responsibility before the damage becomes irreversible.

Show a sense of responsibility. The people of Manipur -including your own - have already suffered enough. By repeatedly issuing provocative statements, you are only pushing ordinary people further into misery and despair.

We are fully aware of the forces backing you in these actions. Be assured, this destructive mission will not succeed.

WMC has cautioned you repeatedly - two/three times already - to abandon this agenda aimed at breaking up Manipur. History will not forgive such actions. Ultimately, it is your own people who will bear the heaviest consequences.
