@DivaJain2 AFAIK you need to first register as a SFR counterparty or be a primary dealer. SVB was neither. Question for me is why they didn't use the discount window, which provides >overnight liquidity against exactly the kind of securities SVB had in HTM, without forcing it to move to AFS

@carolinecapital 100%, both as an individual and in a team. Once everyone has a shared fact basis, there're very few genuinely hard & significant decisions. And for those, I tend to think a tie-breaker is beneficial to essentially "own the wrong" - normally lead / CEO
