Mogadishu, 2024-09-07 – The Somali government will issue new guidelines for all diplomatic missions and international organizations, outlining proper procedures for conducting official business within the country, according to Somalia's @MinisterMOFA
“As per the VIENNA CONVENTION ON DIPLOMATIC RELATIONS of 1961 and the regulations set forth by the FGS, the Ministry of Foreign Affairs will provide guidance to all diplomatic missions and international organizations on the proper protocols for conducting official business within the country,” Ambassador Warfa (@warfak1), senior diplomat in the Ministry of Foreign Affairs, stated.
“These guidelines will outline the procedures for entering Somalia and the protocols for interacting with both regional and federal officials.” concludes the statement.

As outlined in the attached paper from 2018 by Ethiopia’s former foreign minister and the academics who have shaped and continue to shape their destructive policy toward Somalia, this is how they see the region and those who support them — as a buffer zone and proxy to be managed and manipulated.
The paper even details how they manipulate the security of cities like Huddur, a practice they are continuing today.
Please do not fall for it.
“Ethiopia's influence in Bay and Bakool, deep inside Somalia, followed the creation of the Rahanweyn Resistance Army (RRA) in the second half of the 1990s.10 Managing the RRA was critical, as a proxy, to fend off threats posed by Eritrea-backed Ethiopian rebel groups, hosted by a group led by Hussein Aideed and by Al Shabaab, respectively, in 1998 and 2012. However, the buffer zone in Bay and Bakool remained unstable: the existing Somali government in Mogadishu worked to exert its influence in the area, and the politicians of the region regularly changed their survival strategies in relation to handouts coming from Mogadishu. Ethiopia's actions also affected the region, for example, by temporarily withdrawing its forces from Hudur in 2013 and from parts of Hiiraan in October 2016, influencing the local politics in the buffer zone.

They’re landlocked, and we’re willing to do what the United Nations Convention on the Law of the Sea (UNCLOS) requires of coastal states for landlocked neighbors.
But that’s not enough for him — he want a sea of their own.
It seems he forgotten that God already dispensed the seas, and Somalia doesn’t have one to spare.

Why is #Ethiopia concerned about ASSUM — the new @_AfricanUnion mission in Somalia and #Egypt?
If excluded, Ethiopia stands to lose tens of millions of dollars in aid, along with military training and equipment it receives through peace missions.
For cash-strapped Abiy, these funds are crucial — remember, his government recently defaulted on a $33 million payment.
Also, his military, depleted by five years of war and the defection of experienced officers to Tigray and Amhara rebels, desperately needs the training and equipment.
Regarding Egypt: It is Ethiopia, not Egypt, that has turned Somalia into a proxy battleground since 1991 by creating client militias and arming them in violation of the UN arms embargo.
Ethiopia enjoyed 33 years of unchecked domination in Somalia, doing as it pleased. Now, it fears losing that power.
Abiy’s plan was to take control of the Somali coast, calculating that if it were only Somalia, he could pull it off.
Abiy’s Ethiopia isn’t afraid of a war with Egypt in Somalia — for Egypt and Somalia and the African Union and the United Nations are focused on helping Somalia overcome Al Shabaab extremists — Abiy fears Egypt helping Somalia rebuild its capacity to defend itself.
That is the reason for the smokescreen or #XaaladAbuur as we say in Somali.
#Somalia’s Actions Are Acts of Care, Not Hostility

Secessionist social media rabble-rousers are misinterpreting Somalia’s moves to protect its sovereignty and the long-term interests of the people of #Somaliland as hostility towards northern Somalia, or Somaliland.
The reality is that Somalia, as a state, and most Somalis — including those in Somaliland — view Muse Bihi, the secessionist leader, as acting dangerously, foolishly, and against the best interests of all Somalis by attempting to cede Somalia’s coastline to #Ethiopia.
Common sense dictates that the Federal Government of Somalia, as the legal guardian of the country’s territory, including Somaliland, must resist this reckless move.
All responsible states and any responsible leader would do the same.
Muse Bihi’s agreement to give Ethiopia a port, a naval base, and a land corridor — essentially handing over Somalia’s coastline to a historic adversary — poses an existential threat to all Somalis, including future generations.
Who in their right mind would give away national territory to a historic enemy? Who would grant ports and sovereign access to a landlocked country that has long coveted your coast, knowing your entire economy depends on the revenue generated by your existing ports?
Ethiopia is an expansionist state that, with the help of colonial powers, seized Somali territory in 1952 — a territory larger than present-day Somalia.
If Muse Bihi allows Ethiopia sovereign access to the sea, it could lead to further colonization, as Ethiopia openly states its intent to take the sea by any means necessary, potentially swallowing Somaliland entirely.
The only protection Somaliland has is international law and the respect for sovereignty and territorial integrity of member states — protections that Ethiopia’s actions, with Muse Bihi’s assistance, threaten to undermine.
In response to Ethiopia’s aggressive moves, the Federal Government of Somalia has rightfully used every legal and diplomatic tool at its disposal to assert that it is the only government recognized to represent Somalia. The international community has complied with Somalia’s sovereignty-related demands, much to the dismay of secessionist leaders and their acolytes, who are left in shock as the world upholds Somalia’s rightful claims.
The reality is, the Federal Government of Somalia and the Somali people have always sought to accommodate Somaliland and the secessionist camp. Over the years, four Somali presidents have extended numerous concessions to Somaliland, including the possibility of a Somaliland politician holding the presidency, making Hargeisa the capital, and implementing a decentralized governance model to prevent dictatorship. In every instance, Somaliland’s leaders have rebuffed these offers.
As a result of Mr. Bihi’s poor political decisions in the past five years, Somaliland is now weaker and less popular among Somalis — not out of malice, but as a direct consequence of his actions.
Mr. Bihi’s brutal crackdown on pro-democracy protestors in 2023 in cities like Hargeisa, the military assault and subsequent defeat in Las Anod in 2022/2023, and his reckless move to cede Somali territory to Ethiopia in January 2024 have all contributed to, nay, resulted in, where Somaliland is today.
In reaction to his policies, SSC #Khatumo in the east has severed ties with Somaliland altogether, while the western region of #Awdal and the northern region of #Sanaag have openly declared their desire not to be part of Somaliland. The Federal Government of Somalia, alarmed by the MoU he signed with Ethiopia, has now classified secessionism as a national security threat.
Yes, your sensibilities and ego may be bruised when the Somali state encloses its protective arms around you, O brethren in Hargeisa, but believe me, it’s far better to put up with this brotherly embrace than to mistake Abiy Ahmed’s calculated grin for a smile before he attempts to swallow you whole.

#Ethiopia’s Missteps and #Somalia’s Resolve.
The chances of Abiy Ahmed of Ethiopia invading Somalia — or convincing himself that Muse Bihi, the leader of Somalia’s secessionist region of Somaliland, invited him — so that Abiy can realize his fantasy of a beachfront villa on the Gulf of Aden (which he mistakenly calls the Red Sea) are moderate, say about 25%. This is because Abiy is unhinged, and unhinged leaders do the unthinkable.
For example, few years ago, the Ethiopian Premier attacked his own Tigray province in the north over a disputed election, resulting in a devastating war that led to the deaths of a million of his own people — mostly women, children, and the elderly who died from starvation and famine between 2020 and 2022.
Abiy is also engaged, as you read this, in fratricidal fighting with his Oromo and Amhara ethnic groups. In the Ethiopian capital no one can take a car to go to another Ethiopian city; one has to fly;
As a former lieutenant colonel and spy, PM Abiy is well-versed in war and deception (he’s feeding the leaders of Somalialnd heavy doses of lies, but that’s a discussion for another time). And Because of this, the chance of Abiy attacking Somalia is real.
