In my talk to Change Lebanon yesterday, I highlighted, among other issues, the deeply problematic wording of Article 4 of the security annex published by @TimesofIsrael. It only reinforces @rmslim’s description of the process as “negotiation malpractice.”
“Sequenced Redeployment: Pending successful completion of an agreed upon and verifiable disarmament and dismantlement process, Israel commits to a phased, conditions-based, progressive reduction and eventual redeployment of its forces from Lebanese territory.”
From a Lebanese perspective, the problems are numerous. Israel’s redeployment is made conditional upon the prior “successful completion” of Hezbollah’s disarmament and dismantlement, effectively making the restoration of Lebanese sovereignty dependent on Israeli validation of one of the most difficult domestic political and security challenges imaginable. The terms “dismantlement”, “conditions-based,” “progressive,” and “eventual redeployment” are left undefined, with neither a timetable nor objective benchmarks.
Equally troubling is the commitment to redeploy from “Lebanese territory” rather than from “all Lebanese territory.” Whether deliberate or not, this revives a familiar drafting pitfall reminiscent of the longstanding controversy surrounding the wording of UN Security Council Resolution 242.
Ambiguities of this kind may appear minor, but they can be crippling and later become the basis for radically different legal and political interpretations.

Israel kills school principal, her mother & 2 others in drone strike. In south, it continues destroying villages. In Beirut, drones remain in air. Netanyahu said✝️border villages want to be annexed to Israel. Villagers said not true. Another day in #Lebanon during the ‘ceasefire’
France-Syrie.

Israel identified about 1,000 potential targets a day during the first two years of the wars in Gaza and Lebanon. How did that allow human oversight and the detailed analysis to avoid disproportionate harm to civilians that should have been done? https://t.co/odOkufkIzB
A school principal in South Lebanon was killed by KakoKristan (sometimes called "Israel") today, just out of VICIOUS pleasure. They shoot, then use their usual claim that there was some potential future threat to their troops.

🇱🇧 Powerful and deeply patriotic statement by Beirut MP and former Chairman of the Bar Association Melhem Khalaf who rebukes Netanyahu’s fabricated claims that villages in South Lebanon had requested annexation by Israel.
He also reminds all Lebanese of the imperative of national unity against attempts to provoke civil strife.
As one of the very few MPs who visits South Lebanon every week, @MelhemKhalaf’s words carry particular weight.
I hope Lebanon’s official representatives express themselves on this matter with the same conviction.
Two interesting things in the preview of Rahm speech on Israel. 1) there will be no space to the right of Rahm on Israel in the Dem Presidential Primary. Ending aid sanctioning banks and businesses building settlements will all be the centrist position for Dems on Israel. It’s muscular liberal Zionism or nothing. 2) by adopting the “23 state solution” Rahm is adopting the Jstreet line on the way forward. https://t.co/caPjZLaOt5
🇱🇧 The mayors, mukhtars, and local leaders of 15 predominantly Christian villages in southern Lebanon have rejected Israeli Prime Minister Benjamin Netanyahu’s claim on Fox News that they sought annexation by Israel.
In a joint statement reported by L’Orient Today, they called the allegation “completely fabricated,” saying they remain committed to Lebanon’s sovereignty and are “proud of their national identity.” Several of the villages remain isolated inside Israel’s occupation zone in southern Lebanon.

“The Israel-Lebanon framework agreement threatens to betray war crimes victims in Lebanon, @hrw, @amnesty, Reporters without Borders and 5 human rights and press freedom organizations said
https://t.co/YnElbFf1o0
@lamamfakih of @hrw says “Not only does this agreement risk further entrenching impunity, but it includes a clause that signals that political expediency outweighs the fundamental rights of those who have suffered atrocious violations,”
“Time and time again, we have seen civilians in Lebanon pay the price for successive cycles of conflict and serious violations and crimes under international law with no accountability,” said @AgnesCallamard, secretary general of Amnesty International.
“It is imperative that Lebanon promptly provides the ICC with the jurisdiction to investigate and prosecute such crimes,” said @walasmar, president of CLDH. “Any delay amounts to tolerance of impunity and further injustice for victims.”
“The Lebanese government has conceded a right that is not its right: the right of the victims to pursue and hold the perpetrators accountable,” said @emoufarrej, president of the Union of Journalists in Lebanon.”
Beirut tonight. Over 4,000 lives lost, 12,000 injured, 90,000 homes destroyed, 1 million made homeless and we are celebrating the country that made and supplied the weapons that did this.
Pretty scary indeed and reflective of how mainstream fascism and thuggery have become in Israel.
But it should be noted that this is not a voting-intention poll (Knesset seats). It is an issue-specific perception poll asking respondents which party they trust most to combat crime
