Serbia has undue Russian, Chinese, and Iranian influence. Serbia attended the state funeral for terrorist leader Khamenei where banners threatening the life of President Trump were brandished, it has maintained deep relations with Russia on everything from energy to security, and it purchased and uses Chinese air defense systems, drones and advanced military technology. Serbia is fully irredentist and its ministers regularly whitewash the genocide it committed or threaten to commit it again. Vucic is in the pocket of US adversaries.
